RSHA Makes Recommendations To End Manhole Theft
As part of efforts to seek solution to ending the stealing of manholes covers and wire mesh on the streets and roads in Rivers State, the Rivers State House of Assembly has resolved to adopt three out of sixteen recommendations to serve as penalty for offenders in the state.
The recommendations are: to amend the principal law of 2012 , Rivers State Government to constitute the public utilities protection committee as enshrined in the Rivers State Public Works and Protection Law No 9.of 2012, and to set up task force for the protection of public utilities in conjunction with Community Development Commuittees (CDC) and youth groups in the 23 Local Government Areas.
This follows the presentation of 16 points recommendation report of the Adhoc committee on the removal and looting of manholes and fencing wire mesh by the committee’s Chairman, Hon. Victor Oko-Jumbo, on the floor of the house.
Hon. Oko-Jumbo, who is the Lawmaker representing Bonny constituency, further said the three recommendations will help address the menace of stealing of manholes covers in the state.
The committee observed that in spite of the existence of the Public Works and Utilities Protection Law No 9. of 2012, relevant government institutions that should have implemented this law has not done so.
According to the committee’s report, “apart from the State Ministry of Justice, other Ministries, Departments and Agencies (MDAs) seem to be ignorant of the existence of this law”.
The committee noted in their report that the current law and its prescribed penalties does not accord commensurate punishment to deter culprits from destroying or stealing government properties.
Earlier, the Deputy Majority Leader of the House, Hon. Linda Somiaria Stewart, who led the debate on the floor of the house commended the committee for detailed report.
Hon. Stewart said the recommendations will help reduce the stealing of manholes covers in the state.
Meanwhile, the Speaker of the House, Rt. Hon. Martins Amaewhule, in his submission, said offenders that will be arrested will serve as scape goat to others.
The Speaker directed the Clerk to write to the Executive and present the resolution of the House to His Excellency, Sir Siminalayi Fubara, while it adjourned sitting to 2nd of August, 2023.
