Key Into PAAR, Customs Advises Clearing Agents
The Deputy-Comptroller
of Nigeria Customs Service (NCS) at Apapa Area Command, Mr Malanta Yusuf, has advised clearing agents to key into the Pre-Arrival Assessment Report (PAAR) to avoid unnecessary complaints.
PAAR was introduced by the Nigeria Customs Service in December 2013 to fast-track cargo clearance at the ports.
Yusuf, of the Apapa Area Command, told our correspondent last Tuesday in Lagos, that it was normal for operators to criticise a newly- introduced system, but advised them to do so objectively.
In his words, “statistically, no cargo comes to Nigeria within three weeks. (It takes) a minimum of three weeks before it comes.
“Are you now telling me that within those three weeks if you submitted your documents you cannot get that document; a document that we promise to give you within six hours or a day?
“They are working in parallel with PAAR; PAAR is going to the North while the people are going to the South.
“They have to understand and bring themselves together. This is the demand of the organisation.
“You can’t work in isolation. You have to come and key in. You are complaining when you are not doing the right thing? Do the right thing and complain.
“Anybody who says he has not got his PAAR, ask him, when did he open his form M? And this information is very clear.
“In every form M, there is a date of opening and in every Bill of Lading there is a date of sailing. Compare them, you will find the difference there, the difference is very clear.“
According to Yusuf, PAAR is a tool accepted internationally for trade facilitation and revenue generation.
Our correspondent reports that mixed reactions had trailed the introduction of the PAAR in the cargo clearance system at the ports.
While some agents have alleged that PAAR has the tendency to cause delay in the clearance procedure, while Customs has said that the problem has been with insincere declarations from some agents at the ports.
Meanwhile, Nigeria Customs Services has repeatedly assured clearing agents that the introduction of PAAR would accelerate the clearing process and impact positively on revenue generation for the nation.
