State Governments And Federal Roads
One of the disconcerting revelations at the just-concluded
conference of the Nigerian Guild of Editors at Uyo, Akwa Ibom State, was the
disclosure of the failure of the Federal
Government to develop federal roads in the various states.
Governors who spoke at the Governors’ Forum of the
conference expressed disappointment that promises made by Federal
Government to encourage states that
worked on federal roads through refund of resources committed to such projects
have been largely unfulfilled.
Infact, some state governors even put on record the
difficulty of getting the cooperation of the Federal Ministry of Works to gain approvals to work on federal
roads in their states, not to mention allegations that the same minstry has
repeatedly refunds approvals from states that worked on such federal roads.
We are indeed disappointed by these revelations considering
the very critical roles good road network plays in the economic development and
transformation of any nation.
At this time when most Trunk ‘A’ roads across the country
are in a terrible state, it is expected that the Federal Ministry of Works
should redouble efforts at making federal roads support the present
administration’s efforts at growing the economy.
Expectations from the citizenry are even more urgent
considering the prostrate state of the nation’s rail transport system, which hitherto
was the cheapest means of moving goods and services across the country.
To imagine therefore that the Federal Ministry of Work would
be opposed to the magnanimous gesture of some states to develop its road or
move against their being refunded for roads built or rebuilt is, to say the
least condemnable.
No doubt, road infrastructure development in the South-East
and South-South geopolitical zones are very challenging on account of the
difficult terrain brought about by long
period of heavy rains, erosion-prone soil and flooding.
It is better imagined, what Port Harcourt the Rivers State
capital would have looked like in the face of Federal Ministry of Works’ apathy
to its roads, had the state government not taken the bull by the horns to
dualise such federal roads like Ikwerre Road, Airport Road and Owerri-Port
Harcourt Road.
Today the East-West Road, a major federal road and gateway
to the South-south geo-political zone remains a sad relic of Federal Ministry
of Works’ neglect of its roads in the zone as thousands of lives continue to
perish on the road.
Perhaps, the over 200 lives that were lost recently in the
tanker fire disaster in Okogbe in Ahoada West Local Government Area of Rivers
State might have been spared if the East-West Road had been completed. And
motorable.
In addition to the federal budget for the Federal Ministry
of Works, a $320 million World Bank facility was obtained to finance federal
roads as part of the United Nation’s Decade of Action on road safety, aimed at
50 per cent reduction in road crashes by 2015.
It is therefore expected that these funds will translate
into practical transformation of the nations vast dilapidated road
infrastructure, thereby reducing the wastage of human lives on the death traps
we call roads.
More importantly, we believe that the Federal Government or
its Works Ministry has enough resources to make refunds, for jobs down and that
way,encourage states that are willing to help develop federal roads. By its
reluctance to refund states, the Federal Government has compromised the
development efforts of affected states.
While we demand the immediate refund of proven expenditure
by states on federal roads, we call for more meaningful collaboration between
the federal Ministry of Works, states and private developers on road
development without which the nation’s economy cannot thrive.
