RVHA Considers Primary Health Care Mgt Agency Bill
The Rivers State House of Assembly, Monday, committed a bill seeking to establish the state Primary Health Care management Agency in the State into a committee stage.
The state Primary Health Care Management Agency bill 2010 is an executive bill that intends to establish a board at the state and local government levels to manage the state health care institutions.
Before the bill was committed into the committee stage, some lawmakers who contributed described the bill as a good one but condemned the proposed establishment of the local government primary health care management board in the bill.
The lawmakers reasoned that the intention of the state government in establishing an effective health care system in the state may not be realised if the management of the health centres in the local government areas are left in the hands of the Council chairmen.
Taking the lead during the debate, Hon. Ibani Ikuinyi Owaji (Andoni), stated that the bill if passed into law would promote good health care service delivery in the state especially in the rural areas.
Hon. Ibani disagreed with the proposal to hand over the management of primary health care centres in the local government areas to the council chairmen, adding that such move would truncate the noble objectives of the bill.
In their various contributions Hon. Chidi Lloyd (Emohua), Jones Ogbonda (Phalga 1), Golden Ngozi Chioma (Elga) and Hon. Jaja, Tamunosisi Gogo (Opobo/Nkoro) hailed the bill saying that it would enhance the health development of the state.
The lawmakers agreed that the provision of primary health care is a constitutional responsibility bestowed on the local government councils but regretted that the inability of the local government councils to provide effective health care services to their people necessitated the intervention of the state government.
The lawmakers urged the people of the state to encourage the state government so that it can improve the health care needs of the people.
They urged the state government not to shelve its good policies in improving health care delivery in the state, adding that asking the local government chairmen to manage the cottage hospitals in their areas would be fruitless.
The state legislators canvassed the establishment of a central board that would regulate the operations of the bureau in the state.
Ruling on the matter, the Speaker, Rivers State House of Assembly, Hon. Tonye Harry committed the bill to the House Committee chaired by Hon. Irene Inimgba and directed it to submit their report within one week.
