Need To Reform Local Governments
The major objective for the
establishment of the local government authorities is to bring government and development closer to the people. It ensures that more people participate in governance and that they understand the laws of the country very well. The local authority thus has a sort of delegated power vested in it, with specified functions.
They are assigned functions that are local in nature by laws and statutes and such functions are designed considering the type of government, size of local government area, quality of staff and the availability of funds. Local governments have functional peculiarities such as enacting bye-laws, collection of rates and levies, registration of births, deaths and marriages.
Other roles include establishment of markets and motor parks and their maintenance, provision of recreational facilities, issuance of licenses on vehicles, radio/television, trucks, bicycles, canoes, among others. Construction and maintenance of roads and bridges, health/social welfare, primary school education, maintenance of law and order, commercial and industrial services.
Looking into these functions assigned to local governments of Nigeria critically, one would ask; “Are they really performing or living up to their biddings as spelt out by the constitution? From a glaring point of view, our local government councils are a disgrace and bundle of disappointment. It is quite disheartening that no local government chairman in Rivers State thinks about executing any project for commissioning nowadays.
It is amazing to note that since after the former governor, Peter Odili’s, administration when Governor Nyesom Wike and Bro Felix Obuah were chairmen of Obio/Akpor and Ogba/Egbema/Ndoni Local Governments respectively, no Local Government chairman throughout former Governor Amaechi’s government invited him to commission a single project. Former Obio/Akpor local government chairman, Mr Timothy Nsirim, also left an indelible mark by building the international market at Rukpokwu, just as Wike and Obuah put in place different people-oriented facilities before their exits.
What we are witnessing now among local government authorities is a jamboree in which all federal allocations and internally generated revenues are shared among certain individuals who place themselves as stakeholders in the affairs of their local government areas. It is high time the federal and state authorities focused some beam light on the activities of local government councils to ascertain the ways and means funds are being spent in that tier of government.
Truly, the monies allocated to the local government authorities are not properly utilised for the benefit of the rural dwellers and nothing is done to impact the lives of the people there, so a review of their functions or the strengthening of the local government system has become necessary. The authorities of local government council now see the sector as a conduit pipe to siphon the revenues meant for the development of the grassroots.
With the revenues generated from rates, property rates, fees, fines, profits and dividends, grants and aids, shares from federated account, gifts and donations and loans, local government authorities are expected to render grassroots services to their particular geo-political areas. The situation whereby they have reneged on the laid down provisions calls for serious concern and urgent attention before a total collapse of the local government system in Nigeria.
Local governments are subordinated to the confines of both the state and the federal governments to ensure that the local government areas operate within the ambit of the law establishing them and in order to check their wielding excessive powers. Under legislative control, the legislature can investigate or probe the performance of local government areas. Financial control is the most important aspect of local governments control and they can face Audit Panel if discrepancies are perceived. There are lots of discrepancies in the financial management of most local government councils in the country, their internally generated revenues, which are used to examine their performances. There has been no zero allocation to any state or local government for many years ago and the local governments have no cause or excuse for non-execution of projects in their areas.
Of the four types of local government system-English, French, the Communist and Traditional Nigeria operates the traditional Local Government system which adopts entirely indigenous political institutions and culture involving traditional rulers, elders and age grades or youth groups. This system creates numerous problems which affect adversely the operations and programmes of the local government authorities and their pragmatic developmental efforts.
In the process of satisfying these groups, the local government authorities run into financial problems which make it difficult for them to function effectively as government. Despite all these, the local governments are known for their high level of corruption and misappropriation of funds. Many staff, chairmen and councilors enrich themselves with the local government funds. Some of the councilors do not even know their requirements as they are illiterate and semi-illiterate while many of them lack experience in public affairs and do not know their expectations and responsibilities.
The local government system in Nigeria needs serious re-organisation for maximum and efficient delivery of the set objectives. The goals of such reform should be tailored towards correcting the problems confronting the local government areas. Financial autonomy cannot be granted local governments when they are incapable of utilizing what they get for the development of their areas. The main function of the local governments is to help promote development at local level and to improve the conditions of the rural dwellers as well as the conditions of service of local government council personnel.
There will be no rural-urban drifting if the quality of life of the rural dwellers are improved and crime will be drastically reduced. Local government authorities should be compelled to construct and maintain trunk ‘C’ roads with drainages and culverts, name and number streets and houses as well as build health centres, maternity homes, dispensaries, sickbays and so on.
It is also the role of local government areas to provide services like sanitary inspection, health education, family planning, establish and maintain destitute homes for the elderly, beggars, less-privileged, motherless babies, among others. They can as well run commercial ventures, transport services, estate development, cottage and agro-allied projects. They should also provide recreational facilities such as parks, gardens, games, sports, civic centres which will help to transform the people mentally, socially and physically.
They should also help in mobilizing the people to use local resources in ensuring community-initiated development like town halls, roads, water supply, schools, health centres etc. These efforts are encouraged by local government authorities.
