The Scramble For Political Offices
In Greece, known as the cradle of democracy, not all the citizens participated in the selection of their rulers and other office-bearers. But in Nigeria, the scramble for political offices sometimes turns into a free-for-all fight especially among the power brokers. Going by media reports, President Jonathan has been inundated by long lists of candidates for political appointments. The most prominent and most scrambled for is the office of the Vice President of the Federal Republic of Nigeria. Other positions the political job seekers and other members of the power elite are “eye marking”, include chairman, Independent National Electoral Commission (INEC) and electoral commissioners, some Supreme Court justices, and the executive vice chairman, National Communication Commission (NCC).
And several names have been touted for these positions especially those for the Vice president and Chairman of the National Electoral Commission.
The names include Secretary to the Government of the Federation (SGF), Alhaji Yayale Ahmed, the Senate President, Senator David Mark, the Adamawa State Governor, Vice Admiral Murtala Nyako (rtd), Nazif Suleiman from Bauchi State, the Deputy Governor of Sokoto State, Alhaji Mukhtar Shagari, ex-Governor Ahmed Makarfi, ex-Military Administrator of Lagos State, Gen. Buba Marwa, and the Minister of the Federal Capital Territory, Senator Bala Mohammed. Others are the former Minister of the Federal Capital Territary (FCT), Nasir el-Rufai, former Chairman, Economic and Financial Crimes Commission (EFCC), Alhaji Nuhu Ribadu, Jigawa State Governor, Sule Lamido, Niger State Governor, Babangida Aliyu, National Security Adviser, Aliyu Gusau, former Minister of Industry, Bamanga Tukur, and former House of Representative Speaker Aminu Bello Masari.
It goes without saying that as the seven days mourning period for the death of late President Yar’Adua ends, the pressure on President Jonathan to make the appointments fast will become stormy and burdensome.
And coming from respected and beloved friends and relations, party chieftains and loyalists, political fathers, traditional rulers, associations, religious organizations, and so on, the pressure will even become worrisome.
Apparently, those desirous of the Vice President’s office are having sleepless nights as they are making sure that they do not leave any stone unturned. The Vice President’s office has become an empty stage where every actor would like to perform. Numerous pressure groups within and outside PDP have been holding meetings with President Jonathan believing that they will have their say and their way on the appointment of the VP.
Expectedly the PDP leadership wants to have a major say in the selection of the V.P. But it is doubtful if the party can quickly reach a consensus on the nomination of one their members as the VP, considering their individual and group interests.
Also the Northern elders are craving that they be given the opportunity to make the choice since the entire north is considered as a bloc in this regard. But the most vehement demand for the VP slot is coming from the North West geo-political zone. This is the late President Yar’Adua’s area. The people of the area strongly feel that since the geo-political zone has not completed its tenure and considering the sad event of the death of their son, the VP position should be regarded as a given to the zone. Besides, the people expect Dr. Jonathan to reciprocate the kind gesture of the late President who chose him as his deputy in the 2007 polls by selecting the Vice President from their zone.
President Jonathan’s meeting with some Northern Emirs at the Presidential Villa yesterday may put to rest the scramble for the vacant VP position which has engaged the PDP and its Governor’s Forum (GF), the Northern Governors Forum (NGF), several pressure groups, and power blocs since the death of the late President Yar’Adua on Wednesday may 5, 2010.
By the provision of the 1999 constitution of the Federal Republic of Nigeria, it is the prerogative of the President to nominate and, with the approval of each House of the National Assembly, appoint a new Vice President in the event that the office becomes vacant. So as the tussle for the vacant VP job goes on, President Jonathan should realize that he would be held responsible for any right or wrong choice made .
This is why many well-meaning Nigerians are cautioning, advising, and imploring him to be warry of mischief makers and self-serving individuals and groups in making his choicefor the country’s Vice President’s office and, indeed, other key positions in his administration. I learnt from my teachers years ago that democracy is government by the people, but there has never been a society or nation where all the people have exercised the same authority to govern.
The essence of democracy is the dignity and improved living condition of man: good quality shelter, food, clothing, education, sound mind and body, and full realisation of his potentials as a human person. It is the reduction of inequality amongst men, eradication of poverty and protection of human rights regardless of the station, occupation, or the material resources of the individual.
When Abraham Lincoln prayed at Gettysburg, he said : “…. This nation, under God, shall have new birth of freedom”.
I want to think that, from all indications, Dr. Jonathan is prepared mentally or otherwise to turn the country around; to give it a new birth of freedom and development. But he must be extra bold and courageous, given the pressure on him, to choose the person who can assit him get the job done. It was Theodore Roosevelt who said: “The best executive is the one who has sense enough to pick good men to do what he wants done…”
There is a way to step on someone’s toes without messing up the shine. The challenge before President Jonathan now is being able to rise above the scramble for political offices in order to give to the Nigerian nation a vice president whose love for the country soars above his personal interest.
