NASS And The Power Of Oversight
It is a fact that every institution has a fundamental apparatus that enhances the effectiveness and smooth operation of its responsibilities. It is by this development that we are sometime faced with the activities of the various taskforces rendering several good or bad services as the case may be.
For instance, taskforces on the demolition of illegal structures, abolition of street trading, hawking, sanitation etc are all executing their various services on the platform of Ministry of Environment which is a way of implementing policies laid down by the Ministry. This could be another way the government has designed to carry out its own style of oversight function.
The act of oversight could be described as an instrument of authority vested in certain institutions or personalities by virtue of their occupied position to monitor, evaluate or assess the performances of certain projects, activities or services going on in most institutions. It is more or less a mechanism fabricated by the authorities to make policies work.
For instance, the National Assembly has substantive oversight function on every project or activity of federal parastatals or ministries. Members can, in the same vein, extend such to their home states and local governments if really they know what oversight function entails Likewise, the State Assembly and the local legislative assembly (councillors) can do same over the executive and judiciary. In fact, this is one of the best tools if properly handled that could reduce excesses in governance and operation of certain unscrupulous officers who find pleasure in doing things the other way.
There are several other advantages that make oversight function more lucrative for adequate utilisation. For instance, the problem of abandoned project, wastages and leakages in the execution of project, services and policies could be checked.
When cost is reduced or saved, automatically, more capital would be available for more projects, thereby creating speedy development, employment opportunity and growth. It also enhances strict adherence and compliance to contractual agreement by the various contractors as it creates an indelible obligation on them to deliver quality job and within specification and time frame.
One other beauty of oversight function where it is executed in concrete term is the elimination of double standard in project appropriation. It is always a thing of grave concern that often projects are repeatedly appropriated for, annually in budget, but they are sometimes not executed at all or abandoned mid-way. Then the question is, what happened to money that was allocated to such a project? It is only sincere oversight function that has the gut and impetus to query and bring to the forefront such a situation.
However, it is disgusting to discover that this heavy weapon of oversight function is being wasted, and relegated to the background by those vested with the incredible power of usage.
I was very perturbed recently to watch our honourable members of National Assembly (House of Representatives to be précised) lamenting about a situation of “mesmerising” of committee members on oversight function by affected companies, parastalals or ministries. This came up in one of their plenary sessions on a very crucial debate over a motion on the menace of old projects, new projects and abandoned projects in the country.
I quite agree with the honest submission and admission of one of the honourable members that they are sometimes or usually been “mesmerised” through exotic and cozy treatments by ways of ‘Ghana-must-go’ or big-brown envelops while performing this statutory function.
As I asked sometimes ago, in one of my articles “The importance of “Due Process”, published on page 9 of Wednesday, May 2, 2012 of The Tide, how can oversight function be performed by the legislators when they themselves are involved in the various jobs directly or indirectly?
Lack of improper handling and understanding of the workability of this all important tool (i.e. oversight function) has given rise to corruption in government institutions. For instance, most local government chairmen have become reckless in their finances. Most councils are being run like a personal estate. This would not be, if the State Houses of Assembly play their supervisory role without minding whose ox is gored.
By and large, oversight function is a veritable tool that needs to be employed by the stakeholders in governance. Our legislators should emulate their counterparts in the civilised and advanced democracy. Their regular journey abroad and cross-border interraction should be exploited to broaden their scope of knowledge on how to discharge their oversight functions.
