Panel Indicts FG Over Political Killings In Rivers
The Prof. Chidi Odinkalu Panel of inquiry into Political killings in Rivers State says the Federal Government was partly to blame over the crisis that rocked the state before and during the 2015 election campaigns.
Speaking while submitting the report of the body yesterday to the State Executive Council in Government House, Port Harcourt, Odinkalu revealed that the body received over 40 memoranda, interviewed 49 witnesses and collected about 221 pieces of exhibits.
Beside that, he said, the panel examined 87 cases of assault and attacks, and 97 cases of killings with over 235 cases of combined violence.
On the role the Federal government played in the crisis, Odinkalu said the crisis was a result of the split in the former Peoples Democratic Party (PDP) in 2013 – one led by the governor and the other by the president.
This, he said, resulted in the closure of courts and the State House of Assembly as the citizens resorted to self help.
“Rivers State is the only state in the country where there is only one arm of government. The legislature is locked and the courts are locked up too”.
Odinkulu also blamed the influx of small arms and weapons in the state on the Federal Government, saying “the State is awash with small arms and light weapons, and many young people who are very high with psychotropic substances, and you hear them brag having killed people in the past”.
The panel chairman further fingered federal security agencies who failed to live up to their billings, reasoning that they need to do their beat, if the crisis is to be tackled.
He recommended the re-opening of the courts, “so that people can get remedies, tension in the detention centres can be reduced.
The vigilantism and violence can also be reduced”.
In addition, he called for a Coroners’ Inquest to deal with loses, but above all, to address impunity, while explaining that the panel cannot be substituted for the courts, hence government at both state and federal levels need to address the matter with the urgency it deserves.
On his part, Commissioner for Agriculture, Emmanuel Chinda, who received the report on behalf of the governor, promised that within the short period remaining, the government will study the report and come up with a White Paper on relevant areas.
Chinda also promised that government will act to protect everybody no matter their political affiliations adding that “we are going to look at the report and see how we can extract relevant information from it”.
It would be recalled that the panel was set up on April 16th 2015 with the aim to investigate the remote and actual causes of political violence and killings that engulfed the state in the past one year.

BVN Enrolments Rise 6% To 67.8m In 2025 — NIBSS
The Nigeria Inter-Bank Settlement System (NIBSS) has said that Bank Verification Number (BVN) enrolments rose by 6.8 per cent year-on-year to 67.8 million as at December 2025, up from 63.5 million recorded in the corresponding period of 2024.
In a statement published on its website, NIBSS attributed the growth to stronger policy enforcement by the Central Bank of Nigeria (CBN) and the expansion of diaspora enrolment initiatives.
NIBSS noted that the expansion reinforces the BVN system’s central role in Nigeria’s financial inclusion drive and digital identity framework.
Another major driver, the statement said, was the rollout of the Non-Resident Bank Verification Number (NRBVN) initiative, which allows Nigerians in the diaspora to obtain a BVN remotely without physical presence in the country.
A five-year analysis by NIBSS showed consistent growth in BVN enrolments, rising from 51.9 million in 2021 to 56.0 million in 2022, 60.1 million in 2023, 63.5 million in 2024 and 67.8 million by December 2025. The steady increase reflects stronger compliance with biometric identity requirements and improved coverage of the national banking identity system.
However, NIBSS noted that BVN enrolments still lag the total number of active bank accounts, which exceeded 320 million as of March 2025.
The gap, it explained, is largely due to multiple bank accounts linked to single BVNs, as well as customers yet to complete enrolment, despite the progress recorded.
