Fubara Tasks 23 CTC Chairmen To Maintain Peace   …Says Rivers Won’t Set Precedence On LG Tenure Extension …Directs Audit Of Councils’ Accounts

Rivers State Governor, Sir Siminalayi Fubara, has sworn-in caretaker committee chairmen and members for the 23 local government councils with a charge to eschew violence, maintain the peace, and be guided by the Constitution, so as to promote unity, inclusive administration, and achieve progress at the grassroots.
Governor Fubara, also directed the Auditor-General of Local Governments to commence immediate audit of the accounts of the 23 Councils.
He said that the swearing-in of the chairmen will ensure seamless administration of local governments following the expiration of tenure of elected chairmen and councillors in the State.
The Governor performed the swearing-in at the Executive Council Chambers of Government House in Port Harcourt on Wednesday, amid cheers, jubilations and commendations as the right step to douse the tension and bring everybody in the political space together.
The swearing-in followed the screening and confirmation of the nominees for caretaker committee chairmen and members by the State House of Assembly at the plenary presided over by its Speaker, Rt. Hon. Victor Oko-Jumbo, on Wednesday.
The list of seven-member nominees per local government council had been forwarded to the Assembly pursuant to Section 9 (5) of the Rivers State Local Government Law No. 5 of 2018, for screening and confirmation.
The Governor said the exercise demonstrated his administration’s commitment to upholding the tenets of the Constitution of the Federal Republic of Nigeria that does not provide for tenure elongation.
He explained: “What is happening here now is a defence of democracy. We will not allow the wrong precedent to be created in this country.
“It is not about Rivers State. It is not about Fubara. But if in any way this attempt of tenure elongation succeeds in Rivers State, it becomes a norm in Nigeria.
“So, we have taken it upon ourselves to say, not on our own watch will it happen because it is completely alien to the Constitution of the Federal Republic of Nigeria.”
Governor Fubara wondered why tenure of elected officers will expire, and they want to perpetuate themselves in office against their oath of office and the provisions of Constitution of Nigeria.
The Governor sounded it clearly that such insistence to elongate tenure of council chairmen will not happen in Rivers State, and advised the out-gone chairmen, vice-chairmen and councillors to let go and return home.
He said, “So, for those people who are saying, the only reason why we (they) want to continue in office is because election has not be conducted, we have more than 85 percent of the States in Nigeria that are being run by caretaker committees.
“Ours is different, you had your tenure, you have completed your tenure, it is proper you let go. Life doesn’t create a vacuum. If you are not there again, that is, if your tenure has expired, doesn’t mean I should, because I want to please you, allow you to stay longer. No. It doesn’t happen like that. People must take over, manage the affairs and elections will be conducted.”
Governor Fubara pointed to the importance of knowing how finances of the 23 Local Government Councils were managed in the last three years, and directed the Auditor-General of Local Governments to begin auditing the accounts and make the report available within the next one month.
Specifically, Governor Fubara said: “I also want to say that, for the local government activities in the past three years, I would want to mandate: which is official assignment, not even a statutory duty, that the Auditor-General should immediately commence the audit of the 23 Local Government Councils in the past three years, and come up with the result in the next one month.
“It is important so that we will know what has happened and how our funds were being used in those 23 Local Government Areas. It is important so that it will be a check for those people who are also coming.”
Governor Fubara told the newly sworn-in CTC chairmen that their tenure will not be too long because the process for the conduct of fresh elections of local government chairmen and councillors in our State has started.
The Governor advised them to resume at their respective local government councils with utmost sense of duty and commitment to serve the people and protect the interest of Rivers State.
He warned them against any form of confrontation, insisting that such is not in his nature and style but advised them to be law-abiding as they take full control of the local government councils.
He said, “Whatever happened  yesterday (Tuesday), I know and the world knows that it is not from you people. Some persons caused it. So, let us not give them the opportunity to continue to make our State look bad in the comity of States.
“So, when you go back, if there is any situation, you should be law- abiding. I don’t want any confrontation. You can operate from anywhere for now. But the most important thing is that you have the control of the Local Government today.”
Governor Fubara urged them to ensure that they compute and pay the outstanding financial benefits and entitlements, including salaries of the outgone chairmen, vice-chairmen and councillors.
He added, “I am not of the class to say that because something happened, you should maltreat them. No. Whatever is their entitlement, ensure that they get it.”
Governor Fubara instructed the CTC chairmen to work hard to ensure that there is no breakdown of law and order in their various council areas.
The Governor expressed worry about the negative media portrayal of the State as ridden with crisis, and urged them to ensure that what they do changes such negative narrative.
“Please, I want to appeal to you that when you go back, I don’t want crisis. Just manage the situation as much as you can. God does not start and end half-way. That is the truth. Since God has started with us, He will definitely complete His work in our lives.
“I don’t want any fight. I don’t want any life to be lost because it does not earn me anything. We know that we can overcome, and we have been overcoming,” he advised the chairmen.
Those sworn-in include:  Madigai Dickson as chairman of Abua/Odual; while Hon. Happy Benneth is chairman of Ahoada East; Ahoada West has Mr. Daddy John Green as chairman; just as Barrister Otonye Briggs chairs Akuku-Toru; with Andoni chaired by Barrister Reginald Ekaan; and Asari-Toru, chaired by Orolosoma Amachree.
In Bonny, Alabota Anengi Barasua returned as chairperson; while in Degema, Anthony Soberekon is the chairman; with Eleme having Brain Gokpa as chairman, just as David Omereji is the chairman of Emohua; while John Otamiri Nkugbo is the chairman of Etche.
Also, Gokana has ??????? Kpeden as chairman; Ikwerre has Dr. Darlington Orji; Khana has Amb. Marvin Yobana; Obio/Akpor has Amb. Chijioke Ihunwo; Ogba/Egbema/Ndoni has Princewill Ejekwe as chairman; Ogu/Bolo is chaired by Rt. Hon. Evans B. Bi??; Okrika is chaired by Princess I. B. Ogan; Omuma chairman is Promise Reginald; ?????/??oro chairman, Hon. Enyiada Cookey-Gam returns; while Oyigbo has Hon. Gogo Phillip as chairman; with Ichemati Ezebunwo in charge of Port Harcourt City; just as Hon. Matthew Dike is the CTC chairman of Tai.

Fubara Redeploys Green As Commissioner For Justice

The Governor of Rivers State, Sir Siminalayi Fubara, has approved a minor cabinet reshuffle in the State Executive Council.

Under the new disposition, Barrister Christopher Green, who until now served as Commissioner for Sports, has been redeployed to the Ministry of Justice as the Honourable Attorney General and Commissioner for Justice.

This is contained in an official statement signed by Dr. Honour Sirawoo, Permanent Secretary, Ministry of Information and Communications.

According to the statement, Barrister Green will also continue to coordinate the activities of the Ministry of Sports pending the appointment of a substantive Commissioner to oversee the ministry.

The redeployment, which takes immediate effect, was approved at the last State Executive Council meeting for the year 2025, underscoring the Governor’s commitment to strengthening governance, ensuring continuity in service delivery, and optimising the performance of key ministries within the state.

Fubara Restates Commitment To Peace, Development …Commissions 10.7km Egbeda–Omerelu Road

Rivers State Governor, Sir Siminalayi Fubara, has declared that his administration will ensure the delivery of developmental projects and the prevalence of peace in all parts of Rivers State.

The Governor emphasized that the achievement of these lofty ideals can only occur through the unwavering contributions of all Rivers stakeholders.

Speaking during the commissioning of the 10.7-kilometre Egbeda–Omerelu Road constructed by his administration, the governor said Rivers State can only move forward when its people choose unity over division.

He assured Rivers people that development projects would reach every part of the State but cautioned that progress cannot thrive where conflict persists.

Reflecting on the project, Governor Fubara recalled that the road was a promise he made during the inauguration of the first phase about a year ago.

“We made a promise that we were going to do this project, and today I am happy that the government has fulfilled that promise made to Emohua people, Egbeda community and Omerelu people,” he said.

He noted that the essence of governance is service to the people, adding that responding to their needs is a core responsibility of any administration.

“We decided to do this because you know where we are coming from, and if we don’t tell our story, many won’t know what we are doing. Even in the face of tribulations, we have remained focused on delivering the dividends of democracy. We will continue to serve our people with respect and honour,” he affirmed.

Governor Fubara also reiterated his support for President Bola Ahmed Tinubu, pledging to back all groups working towards securing the President’s victory in 2027.

Giving technical details of the project, the Permanent Secretary of the Ministry of Works, Dr. Austin Ezekiel-Hart, explained that the contract was awarded on October 27, 2024, to Messrs Johnson Roadworks Limited.

He said the road links communities in Emohua and Ikwerre LGAs and shortens travel time for motorists commuting from Ahoada East, Ahoada West and Omoku through Egbeda to Owerri in Imo State.

He added that the infrastructure features a 12-metre clearing width and an 8-metre asphalt surface, comprising a 50mm binder course and a 40mm wearing course. It is complemented by 24 kilometres of drainage channels with a 1.05m² cross-sectional capacity to ensure durability and efficient water flow.

In his remarks, the Chairman of Emohua Local Government Area, Dr. Chidi Lloyd, described the road as a crucial link for surrounding communities, significantly easing movement for residents.

He praised the governor for demonstrating continuity and consolidation and prayed for God’s strength to enable him to achieve even more for the people.

Governor Siminalayi Fubara says Rivers State remains the best investment destination for investors in the oil and gas sector.

Governor Fubara stated that since the economic development of Rivers State is closely connected to the growth of the oil and gas industry, his administration has continued to collaborate with the Federal Government and host communities to protect natural assets in the sector.

The Governor stated this during the Nigeria and Entrepreneurship Summit and Honours (NESH) Foundation Oil and Gas Roundtable in Port Harcourt.

Represented by the Secretary to the State Government, Dr. Benibo Anabraba, he pointed out that since the economy of Nigeria relies substantially on the oil and gas sector, his administration will continue to collaborate with relevant stakeholders to ramp up production.

“The Nigerian oil and gas sector is the lifeblood of our nation’s economy, contributing over 90% of Federal Government’s foreign exchange earnings. Similarly, Rivers State, home to numerous national and multinational oil and gas companies, is the centre of Nigeria’s hydrocarbon industry, with the State’s oil and gas resources generating over 40% of the country’s revenue.

“?Considering this, the survival and economic development of Rivers State are closely connected to the growth of the oil and gas industry. That is why, since the beginning of this administration, we have focused on safeguarding the national oil and gas assets in collaboration with the Federal Government, security agencies, communities and other stakeholders, and we will maintain this commitment for as long as it is necessary.

“Furthermore, we have established and maintained a conducive, peaceful, and secure environment for companies to open and flourish in the State as part of a strategic plan to stimulate our economy, generate jobs, and enhance the well-being of our citizens.

“We therefore recognise and applaud the vital role that indigenous companies are currently playing in bridging gaps and advancing the development of Nigeria’s oil and gas industry,” he stressed.?

Governor Fubara affirmed that Nigerian-funded companies can only succeed and make meaningful contributions to the nation’s economic prosperity when challenges that limit the nation are effectively tackled, and expressed his administration’s stand to support indigenous organisations such as the Nigeria and Entrepreneurship Summit and Honours (NESH) Foundation.

Declaring the roundtable open, the Governor assured the Nigerian-Owned companies in the oil and gas sector, that “we are ready and willing to respond positively to any administrative, policy, or legislative recommendations within our jurisdiction as a subnational State.”

The Founder of the Nigeria and Entrepreneurship Summit and Honours (NESH) Foundation, Mr Emeka ugwu-Ozu, disclosed that the summit, held only in an oil and gas producing place, is a forum for all in the industry to brainstorm and suggest best practices for local players.

“This roundtable discussion takes place in only oil and gas producing states, and it is intentional. And that is to make sure that sooner, it becomes like what we say is the equivalent of Houston in the United States of America.

“I would say that from what I have seen so far, Rivers State is back and open, safe and good for business. The oil and gas players should come and see what we have seen,” he said.
