RSSDA Restates Commitment To Poverty Alleviation
The Chairman, Board of
Rivers State Sustainable Development Agency (RSSDA), Rev Canon Precious Omuku has reiterated the commitment of the agency to alleviate poverty and improve the quality of life for the people of Rivers State.
Omuku stated this in his remarks at the 2014 annual report of the agency tagged, “Sustaining Development in Difficuilt Times, Consolidating for the Future” presented in Port Harcourt.
The RSSDA chairman said the agency needed to be more creative and work with greater collaboration with all partners and agencies to bring solution to people problems as well as perform excellently.
According to him, “ultimately, our purpose in every activity and investment must be to alleviate poverty and improve the quality of life for the people of Rivers State.”
He therefore called on all parties both staff, partners and contractors to show greater dedication and commitment to the agency’s vision.
He, however, commended the staff, partners and leadership of the agency for their efforts and commitment throughout the year, saying that their belief, collective courage and collaborative commitment to the agency’s vision helped the agency to achieve success in what became an increasing difficult and challenging year”.
He noted that the funding constraints experienced in 2013 became even more severe in 2014, as it adversely impacted on the ability of the agency to fully implement their programmes.
The outgone RSSDA Executive Director Noble Pepple thanked all for their contributions despite the inhibiting financial situation, describing 2014 as a difficult year as the agency could not meet up their most basic obligations.
According to Pepple, of the N10 billion budget allocated to the agency for its programmes and project in 2014, including the governor’s special overseas scholarship programme, only N4 billion was received as at the end of the year”.
He said the amount was insufficient to cover even the critical payments required to meet our obligations to the scholarship programme.
He also said vital agency projects and programmes under our agriculture, human capacity and small and medium-scale enterprises development schemes , were grossly underfunded”.
As a result he said the agency during the year was characterized by continuous effort at managing outstanding debts, shuffling planned and on-going project and programmes, while staff salaries, students’ school fees and up keep of allowances were also delayed.
The former RSSDA Chief Executive Officer disclosed that the agency had an accumulated debt of nearly N2 billion on unpaid scholarship tuition fees alone.
He however, expressed gratitude to all for their support in the success story of the agency.
