NDDC And Oil Bearing Communities
Oil bearing communities in the Niger Delta region have suffered untold hardship and abject neglect in the hands of multinational oil companies and the government.
For instance, Amah community in Igburu axis of Ogba/Egbema/Ndoni Local Government Area (ONELGA) of Rivers State was officially enlisted in the gazette of oil producing communities far back 1974. One of the leading firms, Elf Petroleum Nigeria Limited (EPNL), discovered mineral resources and commenced exploration and exploitation in the community for the past 37 years.
In those days, an agency known as Oil Derivation Fund was established with the formula ratio of 1-percent which was later increased to 3-percent and 5-percent respectively to enhance adequate community development projects for oil bearing communities. But Amah community has not received an iota of these derivations till date.
Further, the issue of derivation fund for oil bearing communities was revisited during the military regime of General Ibrahim Badamasi Babangida (rtd). The matter was strongly debated alongside the controversial resource control which did not materialize. Later, an agency was created known as Oil Mineral Producing Areas Development Commission (OMADEC) in 1992 by the IBB administration with its headquarters in Port Harcourt.
Of course, the people of the area heaved a sigh of relief. But OMPADEC’s impact was not felt by Amah Community until it was replaced with the Niger Delta Development Commission (NDDC).
NDDC is now 11 years with no project to show in Amah community. What a slight? The NDDC has only succeeded in serving individual interest in its years of existence so far.
In addition to the NDDC, the Federal Government under late President Umaru Musa Yar’Adua in 2008 created the Ministry of Niger Delta with an indigene of Bayelsa State appointed to head it. The Ministry was established to ensure speedy development of the Niger Delta region. Even with the creation of the Ministry, there is no sign of any development project in Amah community in spite of its contribution of oil and gas to the nation.
Nevertheless, one is tempted to ask when will Amah community begin to enjoy the fruits of her labour? In fact the deprivation suffered by the community is too much for any one to bear. And I attribute the community’s predicament to the selfishness of some disgruntled elements.
There is evidence that non-oil bearing communities get development projects more than the oil communities. One is wont to ask again why Amah community cannot be developed in spite of the existence of NDDC and the Niger Delta Ministry?
It is obvious that OMPADEC was scrapped due to its inability to serve the purpose for which it was established. I also advocate that if the NDDC and the Niger Delta Ministry cannot site projects in communities, they should be scrapped as well. At this point, I call on the Federal Government under Dr. Goodluck Ebele Jonathan, President and Commander-In-Chief of the Federal Republic of Nigeria, the Rivers State Government with Rt. Hon. Chibuike Rotimi Amaechi as the Chief Executive and all authorities responsible for Niger Delta development with special focus on oil bearing communities, to ensure equity in the development of oil producing communities with the derivation of oil producing states being paid.
It is true that economic and ecological system of oil bearing communities including Amah has been devastated, polluted beyond imaginable point and the people are passing through perilous times. Our leaders should not provoke crisis. We want peace.
Amah is a peaceful and hospitable community for ages, but how long shall injustice prevail in the land? The young people of the community should not be instigated or pushed to the wall to avoid unpleasant reaction. It is said that a ‘stitch in time saves nine’.
The neglect of Amah community is glaring. The injustice should be corrected.
