The National Coordinator, Somina Igani, said in a statement in Yenagoa yesterday that the PAP administrator had demonstrated unprecedented commitment to service delivery.
He described Otuaro as a seasoned leader who had brought huge innovations into the affairs of the programme since he mounted the saddle.
Igani said that the administrator’s innovative leadership approach had greatly manifested in all aspects of the programme.
He said that Otuaro had remained committed towards bridging the human capital development gap in the Niger Delta region.
“The PAP Administrator’s steadfast dedication to leadership has resulted in significant progress in several areas of the programme,” he said.
“Under his watch, the programme has created enhanced academic opportunities through scholarships, it has also ensured prompt payment of stipends to beneficiaries.
“The skills acquisition programme has been revitalised to ensure high quality training for beneficiaries.
“There has been a significant increase academic support, this has enabled many ex-agitators to pursue higher education and professional trainings.
“This special attention to academics has not only empowered individuals but also contributed immensely to the socio-economic development of the region and beyond,” he said.
He further said that the prompt payment of monthly allowances to ex-agitators had helped to enthrone sustainable peace, security and stability in the region.
