The Rivers State Government has deployed 1,418 youths to the various communities across the 23 local government areas for various public works under the Rivers State COVID-19 Action Recovery and Economic Stimulus (RIVCARES) programme.
The deployment exercise took place, last Friday, in Port Harcourt.
In a statement made available to The Tide before the commencement of the ceremony, the Head, Labour Intensive Public Works (LIPW)DLI 1.2 Component of RIVCARES, Engr. Prince Ubejiekere, said 62 youths were deployed to each local government while 67 were deployed to Obio/Akpor.
He said the names of the youths, whose ages range between 18 to 45 years, were extracted from the state social register, and deployed into the social works in the different local government areas.
“They are to be paid monthly stipend of N15,000 to N20, 000, depending on their commitment to the work”, he said.
Declaring the event open, the state Commissioner for Finance, Barrister Isaac Kamalu, urged the beneficiaries to make the best use of the opportunity toimprove themselves, and contribute to the stability of their families.
Kamalu, who was represented by the Permanent Secretary,Ministry of Budget and Economic Planning, Mrs Titilola Cline, said the selection of beneficiaries was devoid of politics.
Also speaking, the RIVCARES Technical Head, Mrs. Imonyani Ephraim George, said the programme has come a long way, stressing that the programme was initiated by the World Bank to cushion the impact of COVID-19 on vulnerable households.
Mrs George thanked the state Governor, Chief Nyesom Wike, for keying into the programme.
She urged the beneficiaries to take the programme seriously, adding that they must put in the maximum effort expected of them.
Earlier,Chairman of the Rivers State Road Maintenance Agency, Chief Timothy Nsirim, had said that the programme was aimed at mitigating the impact of COVID-19 on the beneficiaries.
Nsirim said, “The component, Labour Intensive Public Works (LIPW) Disbursement Link Indicator(DLI)1.2 is anchored by the LIPW Unit in the Rivers State Road Maintenance Agency.
“The purpose of this Disbursement Link Indicator (DLI 1.2)is to mitigate job loss by the youths as a result of the outbreak of COVID-19 pandemic”, he said.
He advised the beneficiaries to “seize this opportunity in order to better your lives.
“Do not say that the money is too small but rather know that big things, sometimes, start small”.
Nsirim said the agency would not tolerate unruly behaviour, stressing the agency would withdraw the enrollment of any youth found culpable of any violent activities.
