Union Tasks RSG On Employment
Following the spate of retirement of workers in the Rivers State Civil Service over the years, the State Council of the Nigeria Civil Service Union (NCSU) has appealed to the state government to lift the embargo on employment and recruit fresh civil servants to fill existing vacancies in the workplace.
The union, which made the appeal in a communiqué issued shortly after an emergency State Executive Council (SEC) meeting in Port Harcourt last Friday said it was worried by the dearth of civil servants in the State, occasioned by their retirement from service on attainment of the age of 60 years or 35 years of service.
The communiqué signed by the State Chairman of the union, Comrade Opuoyibo Lilly-West and Principal State Secretary, Comrade Daniel Otakpo, therefore, called on the state government to employ qualified civil servants to fill existing vacancies in the service. The union also stressed the need for the government to build industries to provide the youths of the State gainful employment, particularly in the rural areas.
It further commended the Governor of the State, Chief Nyesom Wike for paying salaries of civil servants regularly but appealed to the state government to passionately approve the payment of annual increments and promotion arrears to the workers in view of the State’s improved Internally Generated Revenue and receipts from the Federation Account.
While congratulating the governor on the numerous awards of excellence recently presented to him, the union noted that the awards were as a result of hard work exemplified by the provision of numerous infrastructure in and around the State by the present administration and urged the governor to include civil servants in his development programmes by paying them their entitlements.
The SEC-in-session equally commended workers in the state for their hard work, dedication, resilience, loyalty and punctuality and urged them to shun corrupt tendencies as well as “guard against hawks that will take away the ethos of the service”.
While stressing the need for the state government to initiate processes towards organising the 2018 Civil Service Day celebration, the NCSU said the celebration over the years had been a veritable tool for assessing the performance of the service, wherefore awards are given to deserving civil servants in appreciation of their dedicated services to the State.
The union decried a situation where the civil service was beginning to be co-opted into politics by unwarranted media statements credited to politicians, and urged civil servants in the State to maintain their time-tested neutrality and shun any form of partisan politics, adding that as civil servants, they were expected to continue to work with any government in power, irrespective of political affiliation.
It equally expressed worries over the deteriorating state of the State Secretariat Complex, occasioned by what it described as permanent power outage, improper disposal of refuse, among others, and appealed to the government to take actions to address the situation. The union further urged the State Head of Service, Barr. Rufus Godwins, to present the demands of civil servants to the Rivers State Executive Council.

														“The approved selling prices are as follows: One-bedroom semi-detached bungalow, N8.5 million; two-bedroom semi-detached bungalow: N11.5 million and three-bedroom semi-detached bungalow, N12.5 million,” the statement added.
Minister of Housing and Urban Development, Ahmed Dangiwa, stated that priority in the allocation of the housing units would be given to low and middle-income earners, civil servants at all levels of government, employees in the organised private sector with verifiable sources of income, and Nigerians in the Diaspora who wish to own homes in the country.
The Permanent Secretary in the ministry, Dr. Shuaib Belgore, explained that several payment options have been provided to make the houses affordable and flexible. These include outright (full) payment, mortgage, rent-to-own scheme, and installment payment plans.
The ministry further announced that the sale of the completed housing units across the northern and southern regions will soon commence.

The ministry, however, clarified that the approved prices apply strictly to the Renewed Hope Housing Estates which are funded through the ministry’s budgetary allocation, as against the Renewed Hope Cities in Karsana Abuja, Janguza Kano, Ibeju Lekki, Lagos which are being funded through a Public Private Partnership (PPP).
