RSLGSC Wants Legal Departments In 23 LGAs
The Rivers State Local Government Service Commission has called for the establishment of legal departments in the 23 local government councils of the state.
Chairman of the commission, Chief Azubuike Nmerikini, who said this while declaring open two-day workshop on Salary Preparation and Payroll Account management in Port Harcourt also stressed the need for financial discipline among account clerks and other treasury officers of the 23 local government councils.
Chief Nmerukini said that the proposed legal departments would work with the council chairmen with a view to advising them against taking actions that are inimical to the progress of their councils.
He said that the commission would insist that monies made available to councils are judiciously spent to improve the living conditions of people in the rural communities.
Nmerukini called on the participants to avail themselves of the seminar to improve their knowledge of financial accounting.
Also speaking, the Chairman Rivers State House of Assembly Committee on Parastatals and Agencies, Hon. Uwaji Nathaniel said that the committee was impressed with the activities of the commission, adding that regular training of council staff by the commission would enhance productivity and quality service delivery.
Earlier in his address, the Managing Consultant, Frezimas Manpower Development and Research Centre, Chief G.O. Thomas, blamed the problem of over-bloated wages on lack of efficiency, effectiveness and transparency in salary preparation and payment.
He said that the seminar was organised to address the problems and as well acquaint participants with the techniques of salary preparation and pay roll account management.
He commended the commission chairman and members for their tireless efforts and determination in training and retraining of local government functionaries.
