Commission Tasks Officials On 2016 Budget Implementation
The Secretary, National
Planning Commission (NPC), Mr Bassey Akpanyung, has called on civil servants to acquire requisite knowledge that would guide them in the implementation of 2016 budget.
Akpanyung made the call in Abuja at a four-day training programme on “Strategic Planning, Budgeting and Medium Term Expenditure Framework for NPC officials and selected Ministries, Departments and Agencies (MDAs)’’.
The selected MDAs are Federal Internal Revenue Service, Bureau of Public Service Reforms, Budget Office, Office of Head of Civil Service of the Federation, National Bureau of Statistics and Federal Ministry of Finance.
Akpanyung, who was represented by Mr Christian Ezeilo, NPC’s Director of Administration, added that the training would provide the needed exposure for the participants in the areas of planning and budgeting.
He said that the training would expose the participants in the areas of developing strategic plans and medium term expenditure framework as well as their implementation.
The secretary said there was need to build the capacity of the officials to fill the gap created due to several factors in the areas of budgeting and implementation.
“It has also become more imperative to organise the training, especially now that the current administration intends to implement a zero-based budgeting system as against the envelope system.
“This is also consistent with the aspiration of the medium term strategic plan which focuses on issues of employment creation, infrastructure development, social protection, fighting corruption, solid minerals development, among others,’’ he said.
The secretary also said that the workshop was part of the 10th European Union Development Fund (EDF) support to the Federal Governance Reform Programme (SUFEGOR) in Nigeria.
He said the support was to improve the technical expertise of the public servants for enhanced delivery in the country.
In another training workshop tagged ‘’Research Methodology and Policy Analysis’’ mainly for NPC officials, Akpanyung said the participants would be equipped on advanced research methodologies.

BVN Enrolments Rise 6% To 67.8m In 2025 — NIBSS
The Nigeria Inter-Bank Settlement System (NIBSS) has said that Bank Verification Number (BVN) enrolments rose by 6.8 per cent year-on-year to 67.8 million as at December 2025, up from 63.5 million recorded in the corresponding period of 2024.
In a statement published on its website, NIBSS attributed the growth to stronger policy enforcement by the Central Bank of Nigeria (CBN) and the expansion of diaspora enrolment initiatives.
NIBSS noted that the expansion reinforces the BVN system’s central role in Nigeria’s financial inclusion drive and digital identity framework.
Another major driver, the statement said, was the rollout of the Non-Resident Bank Verification Number (NRBVN) initiative, which allows Nigerians in the diaspora to obtain a BVN remotely without physical presence in the country.
A five-year analysis by NIBSS showed consistent growth in BVN enrolments, rising from 51.9 million in 2021 to 56.0 million in 2022, 60.1 million in 2023, 63.5 million in 2024 and 67.8 million by December 2025. The steady increase reflects stronger compliance with biometric identity requirements and improved coverage of the national banking identity system.
However, NIBSS noted that BVN enrolments still lag the total number of active bank accounts, which exceeded 320 million as of March 2025.
The gap, it explained, is largely due to multiple bank accounts linked to single BVNs, as well as customers yet to complete enrolment, despite the progress recorded.
