RSG Plans Quarterly Audit Of Local Governments
The Rivers State Ministry of Local Government is now firming plans to commence a quarterly audit of local councils in the state.
Commissioner for Local Government, Mr. Samuel Eyiba gave the hint during a chat with newsmen on Tuesday at his office in Port Harcourt.
Mr Eyiba explained that the exercise is part of the mandate of the Ministry to ensure that funds accruing to the local councils are utilised properly,stating that emphasis will be on the nominal roll,cash books and budget monitoring at the third tier of government.
Further explaining on why the Miniistry has decided to embark on the exercise, Eyiba observed that study conducted by the government show that most of the councils have overbloated staff, who most times put financial strain on the purse of the councils.
He hinted that the Ministry will equally intensify its weekly tour of the various local government areas to monitor projects so far executed by them.
Challenging local councils to embark on projects within their financial capabilities, the Commissioner said, “we will not hesitate to penalise any council that is erring in this area’’.
Mr. Eyiba however commended some local councils for living up to expectations, “in the past few months I have toured some local government areas and I’m impressed with their performance. Remember the State Government took over the salaries of teachers from them so they don’t have any reason not to perform ‘’.
He stated that the State Government has instituted Excellence in Local Government Initiative to foster excellence and honour those chairmen who have brought about transformation in their area.
On how to improve local government in the coutry, Eyiba suggested the need for people participation at the grassroots, “when people ask questions about how their monies are spent then you will see improvement in the councils’’.
He also advocated for a Local Government Integrated Development plan, whereby people contribute in framing and implementation of projects in their area.
