Sali Charges MDAs On Full Implementation Of 2012 Budget
The Head of Service of the Federation (HOS), Alhaji Isa Sali, Saturday in Calabar called on Heads of Ministries, Departments and Agencies to ensure the full implementation of the 2012 budget.
Sali, who made the call recently at the opening of a retreat on Public Procurement for Federal Permanent Secretaries stressed that the Federal Government would not compromise on 100 per cent implementation of the budget.
He added that President Goodluck Jonathan had since directed that the budget must be implemented to the fullest so as to achieve the transformation agenda of the government.
The HOS, therefore, said the retreat was meant to share ideas and proffer solutions to the challenges facing the MDAs towards better performance in budget implementation.
He reminded the participants that the main focus of the transformation agenda was to create jobs and open new areas of employment for sustainable growth and development of the country.
Sali charged the officials to work collectively and assist the government to achieve the set goals.
He described the Public Procurement Act 2007 as one of the pillars of transforming the public service, noting that it would enable the government to get value for its money and ensure proper utilisation of public funds.
According to him, the act provides for openness, transparency and accountability in the running of government business.
The HOS identified some of the challenges in budget implementation to include lapses in contract management, delay in the commencement of processes, funding constraints and late approval of budget.
Sali, therefore, urged the participants to come up with solutions to identified constraints so as to drive the budget implementation process successfully.
