Rivers Ranks 4th In NDDC Score Card …As Commission Receives N367.9bn
Rivers State is currently ranked fourth by the Niger Delta Development Commission (NDDC) interms of number of projects, both ongoing and completed.
This was revealed by NDDC’s consultants, Mr John Idumange and Mr Mina Okezie in their paper titled “ Local Government Capacity Building” at a two-day workshop organised by NDDC for local government council officials in Port Harcourt.
According to the consultants, who quoted the NDDC’s score card book, the commission received a total of N367.9billion from the Federal Government Account between 2001 and July 2008 for the development of the region.
Meanwhile, according to the consultants, the NDDC embarked on a total of 2,475 projects between 2008 and 2009 in the nine states of the Niger Delta region.
They continued that the commission has touched the lives of over 31.2 million people of 40 different ethnic groups in 13,329 settlements consisting of 185 local government areas in the region.
Idumange and Okezie also used the for a to debunk growing feelings that in spite of money expanded in the region, the LGAs still lack in terms of social infrastructure.
They attributed it to lack of active participation by LGA chairmen in the regional development master plan in the nine states of the region.
“Failure by past local government chairmen to consider the region’s master plan in their budgets have led to the sad reality of insecurity, poverty, unemployment, hostage-taking/kidnapping as well as poor social and physical infrastructure at the local government levels of the region” they said.
Mr Idumange, who was the spokesman for NDDC at the workshop, thus called on the nine Niger Delta states House of Assembly to legislate on measures and move for the adoption of same as a basis for the development of each state in the region.
He also appealed to the state Houses of Assembly to continuously check the incorporation of state government s’ roles in the various phases of the master plan of the region.
Stating the role of the local government council in the regional master plan, Mr Idumange said LGAs are to take ownership of developmental projects and programmes in the master plan.
Idumange further explained that LGAs are key partners in the maintenance of infrastructure, delivering of basic social service communicating the goals of the master plan to the rural folks to foster ownership, ensure provision of platform for policy articulation, as well as ensuring work in synergy with the master plan.
