Rivers Adopts Health Insurance Scheme, Soon
Plans are in top gear to adopt the National Health Insurance Scheme in Rivers State, Speaker of the State House of Assembly, Rt Hon Ikuinyi-Owaji Ibani has said.
Speaking at a two-day training workshop organised by the United States Agency for International Development (USAID) and the leadership of the Assembly on the Health Insurance Scheme, yesterday in Port Harcourt, Ibani said the state was at the verge of enacting the legislation that will pave way for the scheme.
According to the speaker, members of the Assembly have already attended workshops on how to mainstream the scheme into the legislative process, noting that, “The state House of Assembly is committed to supporting any project that will move the state forward in terms of better healthcare delivery.”
Ibani observed that effective healthcare delivery was essential in governance, such that the constituents can access good healthcare services at the lowest cost.
Also speaking, Chairman, House Committee on Health, Hon Adonye Diri, who read a communique that followed after the legislators’ meeting at Abuja, last year, stated that health insurance will help improve the nation’s healthcare delivery system.
Diri, who represents Opobo/Nkoro state constituency in the Assembly, said the workshop had equipped lawmakers with the responsibility to network and mainstream health policy objectives into lawmaking.
One of the keynote speakers, Dr Cheluchi Onyemelukwe, in her paper titled, “Overview of Universal Health Coverage and Health Insurance in Nigeria”, explained that the programme aims at providing cheap and accessible healthcare services at reduced costs to all citizens.
She stressed that “NHIS through voluntary contributions, helps to consolidate government policy and programmes on health to attain wider coverage.”
Meanwhile, statistics by NHIS has revealed that Rivers State has one of the highest off-the-pocket spending on health.
According to Chinelo Mmakwe, who spoke on “FG Overview on HIV Prevalence Diagnostic Findings from Rivers State”, the average female in the state spends N19,000 per annum, while an average male spends N13, 000 and N9,000 for children.
She revealed that there was high patronage of quacks and other roadside drug dealers due to lack of funds and ignorance.
