The Executive Chairman, Cross River State Universal Basic Education Board (SUBEB), Dr Stephen Odey, says the board has set mechanism in place to ensure that no project is abandoned during his administration.
He made this known during a meeting held in the conference room of the State Universal Basic Education Board, Calabar, with contractors handling 2012-2015 UBE Intervention projects.
In his address, Dr Odey said upon his appointment as the Executive Chairman, SUBEB, he promised Governor Ben Ayade that there would be no abandonment of projects by contractors during his tenure.
According to him “a mechanism has been put in place, we have a strong monitoring team that will go to your sites unannounced and I will also personally monitor projects because I am not an armchair chairman. When you perform your role as a contractor, it is our responsibility to assess the level of work done and payment is based on milestone. We evaluate your job before giving you the next payment, so that if at the end of the day we see that you are not performing we can revoke the contract.”
Continuing, he said; “in SUBEB, once you are awarded a contract, your money will be available for payment. There is no reason to keep your money in the bank as it will not yield any interest for us. So as you come, we deplete the money and give to you. But we have cases where some people will go and snap some projects and attach as their own. Sometimes when you see that the processing of your documents are being delayed, it is due to the fact that we want to personally verify the project using our technical team.”
Stating that the board does not do variations, Dr. Odey sympathised with contractors over the hike in prices of wares. He added that subsequently, projects would be reviewed in line with current trends.
Dr. Odey appealed to contractors to ensure that quality jobs are done based on specification and within the duration of time allotted for such projects.
In his words; “When contracts are awarded, there is a time frame but some persons do these contracts at their leisure.  We are aware of the fact that when some contractors receive payment, they channel money into buying of new cars and funding other activities at the detriment of our jobs. We appeal to you to observe quality jobs and to do your jobs based on specifications and on time, if you want to remain in business with us.”
He further stated that, the board does not collect any fee to process documents for payment and therefore warned contractors not to engage in such dealings. He advised contractors to ensure that their records are up-to-date to avoid payment delay.
