Addressing Africa’s Refugee Crisis
Former Zambian President Kenneth Kaunda, in December 1987, vividly described the pitiable situation of refugees as terrifying. His words: To be a refugee means that one is uprooted from one’s own home by forces which are outside of one’s control. Nothing makes a human being more helpless than that. You are thrown out of your home. Your property is destroyed and you are chased like a wild pig in the bush, sometimes by your own government. Your roots are shaken, and you have no way of telling whether you will see your own sister and brother, your mother or father, your uncle or aunt, ever again. Really it is a situation which is very worrying.”
It was probably the impact of such comments on the pathetic plight of refugees and internally displaced persons that prompted stakeholders of various nations of the African continent to converge in Abuja, Nigeria’s capital city, last Thursday to observe the Africa Refugee Day. Reports said the Day was meant to take stock and draw up new strategies that would evolve adequate policy for the well being of refugees and internally displaced persons in the continent.
Article 1 of the United Nations Convention relating to the status of refugees done in Geneva on July 28, 1951 says “the term refugee shall apply to any person who: owing to well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside the country of his nationality and is unable or, owing to such fear, is unwilling to avail himself of the protection of that country; or who, not having a nationality and being outside the country of his former habitation residence as a result of such events, is unable or, owing to such fear is unwilling to return to it.
Article 1 (2) of the Organisation of African Unity OAU convention notes “the term refugee shall also apply to every person who, owing to external aggression, occupation, foreign domination or events seriously disturbing public order in either part or the whole of his country of origin or nationality, is compelled to leave his place of habitual residence in order to seek refuge in another place outside his country of origin or nationality.
To say the least, this year’s Refugee Day with the theme “They took my home, but they can’t take my future”, was not for celebration but sober reflection purposed to build awareness on the plight of refugees and internally displaced persons within the African Continent. According to the United Nation’s (UN) report of 2007, Africa accounts for 45 per cent of the existing world’s 15.7 million refugees. This figure is outside the ever increasing number of internally displaced persons within the continent. The National Commission for Refugees in its current report put the figure of refugees in Nigeria at 7,000, and conflict induced internally displaced persons at 1,210,000.
No doubt, crisis of displacement presents a challenge because of the magnitude and complexity of the problem which requires several actors working together to solve in so far as the primary responsibility for respecting, protecting and fulfilling the rights of refugees and internally displaced persons rests with the government.
That is why, in the case of the over 37,000 persons, displaced in the Bakassi imbroglio, the response team included the state Emergency management team, the police and civil defence corps, Red Cross and ministry of health, whose services were minimal campared to the population of people involved.
However, most returnees have been supported to return to their various states of origin like Rivers, Delta, Akwa Ibom, Bayelsa and Ondo.
Assessments indicate that hygiene, water, sanitary and food conditions are usually poor at the refugee’s camps and those of internally displaced persons, thereby forcing victims to leave the abode.
Deaths, mostly of children occur frequently while, women particularly, the girl child is exposed to violation of their sexual and reproductive health rights and denial of economic opportunities by host communities thereby making them vulnerable to HIV/AIDS and other sexually transmitted infections (STIs).
It is based on these that The Tide do advocate the development of a more pragmatic and proactive Refugee policy frame work, geared at ensuring the protection of the fundamental rights and privileges of refugees and internally displaced persons, of especially, the most vulnerable.
While that is being conceptualized, we deem it expedient that in the short term, a comprehensive data collation on the number and condition of victims, disaggregated by age, and other key indicators be evolved so that particular needs of women headed households, unaccompanied children, the elderly, persons with disability, ethnic minorities and indigenous persons, will be properly catered for.
Also the environment within camps and the immediate host communities should be improved with the provision of clean drinking water, food, clothing, shelter, and adequate health facilities to cater for the immediate needs of the victims.
Above all, countries and communities of origin of refugees and internally displaced persons must at all times tinker on ways and means of addressing the very issues that regularly actuate such human displacements, solve them, and ensure early return and reintegration of victims.
