Expert Urges Government’s Genuine Interest In Insurance

The outgoing Group Managing Director (GMD), Royal Exchange Assurance Plc, Mr Chike Mokwunye, has canvassed government’s genuine interest in insurance to enhance the growth of the industry.
Mokwunye told newsmen in Lagos on Saturday that there was need for government at all levels to go beyond regulatory efforts.
He said that to resolve low insurance penetration and toughness in the industry, government must demonstrate genuine interest in the industry.
The outgoing GMD urged governments the three tiers of government to place insurance development as priorities in their agenda.
He said that the Financial Intelligence Report of 2012 had reported that contribution of the industry to Gross Domestic Product (GDP) rose by 40 per cent, going up from 0.5 to 0.7 per cent.
“Isn’t this low? Insurance can harness revenue for governments.
“To resolve the problem of low insurance penetration, government needed to demonstrate genuine interest in the industry.
“Government’s actions should go beyond regulatory effort and extend to providing structural and institutional framework for insurance to thrive in the country,’’ Mokwunye said.
He said that government needed to partner insurance firms, insurance institutions and other stakeholders to promote the development of the sector.
He advised that government through the National Insurance Commission (NAICOM) should enhance insurance penetration in informal sector, adding that rural area must encourage the development of voluntary community.
“To enhance insurance penetration in the informal sector and rural area, the government through NAICOM should encourage voluntary community insurance.
“This mutual organisation must be run by members who are engaged in a trade as an alternative risk to pooling strategy.
“A pilot scheme can be developed; an appropriate framework should be established to gradually integrate this into mainstream through partnership with private sector.
Mokwunye said that the agricultural insurance
was also beset by many challenges and it required private-public partnership for its development.
