National Confab On Security Opens, ’Morrow
President Goodluck Jonathan will tomorrow declare open a two-day national conference aimed at encouraging broad-based approach to tackle emerging contemporary security challenges in the country.
In a statement issued by CSP Frank Mba, the Deputy Force Public Relations Officer, in Abuja yesterday, Mba said the conference will be attended by military and police chiefs, representatives of state governors, special advisers on security to governors and security experts/practitioners from within and outside the country.
Also to attend are principal officers of national and state assemblies, chief executive officers of registered and active private security agencies and representatives of ethnic forums and nationalities.
He said that the National Human Rights Commission, invited non-governmental organisations and civil society groups were expected to attend.
Others included Nigeria Labour Congress, PENGASSAN, Trade Union Congress, Nigeria Bar Association, Nigeria Medical Association and Guild of Editors. The others are Nigeria Union of Journalist, representatives of Police Community Relations Committee at national and state levels among participants.
It also said that other critical stakeholders in the Nigerian Project were also expected to make inputs.
“The summit, which is a public private partnership initiative, is expected to provide an avenue for Nigerians from all walks of life to make informed inputs into concerted efforts by the police and other security agencies at providing lasting solution to Nigeria’s myriad security challenges,” it said.
The two-day event is being organised by the Nigeria Police in conjunction with Vanguard Newspapers. The theme of the conference is: “Addressing Nigeria’s Security Challenges for Sustainable Peace and Development”. It urged participants to use the opportunity to make sincere and informed inputs on matters bordering on the general security of the country and the people.
According to the statement, the conference is predicated upon the belief of the force that the business of policing and securing Nigeria is the responsibility of all. It added that “no single individual or organisation has monopoly of security knowledge”.
It assured participants that their inputs, suggestions, contributions and decisions would be given consideration in new security policies and strategic operational plans by the government and the Police High Command.

CBN Revises Cash Withdrawal Rules January 2026, Ends Special Authorisation
The Central Bank of Nigeria (CBN) has revised its cash withdrawal rules, discontinuing the special authorisation previously permitting individuals to withdraw N5 million and corporates N10 million once monthly, with effect from January 2026.
In a circular released Tuesday, December 2, 2025, and signed by the Director, Financial Policy & Regulation Department, FIRS, Dr. Rita I. Sike, the apex bank explained that previous cash policies had been introduced over the years in response to evolving circumstances.
However, with time, the need has arisen to streamline these provisions to reflect present-day realities.
“These policies, issued over the years in response to evolving circumstances in cash management, sought to reduce cash usage and encourage accelerated adoption of other payment options, particularly electronic payment channels.
“Effective January 1, 2026, individuals will be allowed to withdraw up to N500,000 weekly across all channels, while corporate entities will be limited to N5 million”, it said.
According to the statement, withdrawals above these thresholds would attract excess withdrawal fees of three percent for individuals and five percent for corporates, with the charges shared between the CBN and the financial institutions.
Deposit Money Banks are required to submit monthly reports on cash withdrawals above the specified limits, as well as on cash deposits, to the relevant supervisory departments.
They must also create separate accounts to warehouse processing charges collected on excess withdrawals.
Exemptions and superseding provisions
Revenue-generating accounts of federal, state, and local governments, along with accounts of microfinance banks and primary mortgage banks with commercial and non-interest banks, are exempted from the new withdrawal limits and excess withdrawal fees.
However, exemptions previously granted to embassies, diplomatic missions, and aid-donor agencies have been withdrawn.
The CBN clarified that the circular is without prejudice to the provisions of certain earlier directives but supersedes others, as detailed in its appendices.
