Motocyclists Regulations Bill Scales 2nd Reading
A bill to amend the Motorcycle Commercial Protective Helmet Law has scaled through the second reading at the Delta State House of Assembly.
The bill seeks to regulate the operations of commercial motorcyclists in the state.
The Majority Leader of the House, Mr Monday Igbuya moved the motion for the amendment and Mrs Omawumi Udoh seconded it.
Presenting the bill, Igbuya said that the amendments were on Sections 1, 3 and 4 of the existing law.
He said that the amendment on Section 1 sought to take cognisance of the existing traffic laws which were not included in the law to be amended, adding that the amendment on Section 3 sought to delete the entire section and replace it with a new clause to ensure the use of road worthy motorcycle for commercial purposes.
On the amendment of the Section 4, Igbuya said that the new section would ensure that all operators of commercial motorcycles have motorcycle insurance covers from reputable companies.
He also said that the motorcycle had to be duly registered, adding that the commercial motorcycle operators should be compelled to wear official vests and possess identification cards.
Supporting the bill, the lawmakers representing Warri South West, Mr Danuel Mayuku and Ughelli North I, Mr Samuel Mariere, stressed the need to regulate the operations of commercial motorcyclists in the state.
According to them, the regulation of the commercial motorcycles will enhance the safety of riders and their passengers.
The Speaker of Delta State House of Assembly referred the bill to the House Committee on Transport for scrutiny after it was unanimously adopted by the House .
