Workers Productivity: FCSC Recommends Performance Contracting
The Federal Civil Service Commission (FCSC), has recommended the replacement of promotion examination in the civil service with “performance contracting’’ to boost productivity and make Nigeria conform with international standards.
This is contained in a statement issued in Abuja last Thursday by Mrs Olubunmi Badejo, the commission’s spokesperson.
According to the statement, Performance Contracts are agreements which hold officers accountable for achieving performance targets, demonstrating appropriate competency levels and ethical behaviour.
The statement said that the recommendation was one of the resolutions contained in the communiqué of the 41st conference of the Civil Service Commission held recently in Port Harcourt.
“The 41st Conference of the Civil Service Commission in the federation has noted the desirability of introducing performance contracting to replace the current promotion examination in conformity with global best practices,’’ it said.
The statement noted that the practice had been successfully implemented in Kenya, South Africa and Malaysia.
According to the statement, performance contracting also enables the setting of specific performance targets in a format that can be effectively measured and monitored to ensure efficient quality service to the people.
“It involves also the recognition and reward for high performance as well as appropriate punitive measures for non-performance.’’
To this end, it has been suggested that the commission should experiment with some ministries.
The statement also called for proper and sufficient budgetary provisions for the civil service commission to enable it execute its constitutional mandate effectively.
“Intensive training and retraining for the development of officers were also crucial to improve their capacities’’.
The conference is held annually to deliberate on issues affecting the federal and state civil service commissions with a view to proffering solutions to them.

Kenyan Runners Dominate Berlin Marathons
Kenya made it a clean sweep at the Berlin Marathon with Sabastian Sawe winning the men’s race and Rosemary Wanjiru triumphing in the women’s.
Sawe finished in two hours, two minutes and 16 seconds to make it three wins in his first three marathons.
The 30-year-old, who was victorious at this year’s London Marathon, set a sizzling pace as he left the field behind and ran much of the race surrounded only by his pacesetters.
Japan’s Akasaki Akira came second after a powerful latter half of the race, finishing almost four minutes behind Sawe, while Ethiopia’s Chimdessa Debele followed in third.
“I did my best and I am happy for this performance,” said Sawe.
“I am so happy for this year. I felt well but you cannot change the weather. Next year will be better.”
Sawe had Kelvin Kiptum’s 2023 world record of 2:00:35 in his sights when he reached halfway in 1:00:12, but faded towards the end.
In the women’s race, Wanjiru sped away from the lead pack after 25 kilometers before finishing in 2:21:05.
Ethiopia’s Dera Dida followed three seconds behind Wanjiru, with Azmera Gebru, also of Ethiopia, coming third in 2:21:29.
Wanjiru’s time was 12 minutes slower than compatriot Ruth Chepng’etich’s world record of 2:09:56, which she set in Chicago in 2024.
