Speaker Tasks TIMA-RIV On Drivers Manual
The Speaker, Rivers State House of Assembly, Rt. Hon. Otelemaba Dan Amachree, has urged the Rivers State Road Traffic Management Authority (TIMA-RIV) to develop a Drivers Manual that will contain all the traffic rules and regulation and the penalty associated to each of the offences.
The Speaker who gave the charge on Friday during the passing out parade ceremony of TIMA-RIV’s 197 batch ‘B’ trainees at the citizenship and leadership training centre Aluu in Ikwerre Local Government Area, said the Drivers Manual when launched should be made available to motorists, road users and the general public, for the purposes of creating awareness and enlightening the public on what the traffic offences are, as well as the penalty they face in case they default.
The Speaker who was a special guest of honour, represented by the law-maker representing Ahoada West Local Government Area in the Rivers State House of Assembly, Hon Dr Chigbo Sam Eligwe, blamed most of the traffic offences on lack of awareness of the road traffic rules and regulation, impatience and indiscipline on the side of motorists.
He enjoined the Road Traffic Management Authority to classify and categorise the road traffic law offences, adding “those that will warrant arrests and other penalties.” He advised that only on severe cases will arrest be made based on the offence.
The Speaker also advised truck drivers to desist from claiming the right of way on the road, thereby marginalising the smaller vehicles who are equally road users.
He solicited for support and corporation of the people in the state to ensure that the set objective of TIMA-RIV to rid the roads of traffic congestion is achieved.
He charged the trainees to live up to their responsibility in tackling the challenges of road congestion in the state, noting that the job is enormous and need dedication, alertness, wisdom and hardwork to achieve the desired result.

BVN Enrolments Rise 6% To 67.8m In 2025 — NIBSS
The Nigeria Inter-Bank Settlement System (NIBSS) has said that Bank Verification Number (BVN) enrolments rose by 6.8 per cent year-on-year to 67.8 million as at December 2025, up from 63.5 million recorded in the corresponding period of 2024.
In a statement published on its website, NIBSS attributed the growth to stronger policy enforcement by the Central Bank of Nigeria (CBN) and the expansion of diaspora enrolment initiatives.
NIBSS noted that the expansion reinforces the BVN system’s central role in Nigeria’s financial inclusion drive and digital identity framework.
Another major driver, the statement said, was the rollout of the Non-Resident Bank Verification Number (NRBVN) initiative, which allows Nigerians in the diaspora to obtain a BVN remotely without physical presence in the country.
A five-year analysis by NIBSS showed consistent growth in BVN enrolments, rising from 51.9 million in 2021 to 56.0 million in 2022, 60.1 million in 2023, 63.5 million in 2024 and 67.8 million by December 2025. The steady increase reflects stronger compliance with biometric identity requirements and improved coverage of the national banking identity system.
However, NIBSS noted that BVN enrolments still lag the total number of active bank accounts, which exceeded 320 million as of March 2025.
The gap, it explained, is largely due to multiple bank accounts linked to single BVNs, as well as customers yet to complete enrolment, despite the progress recorded.
