HOS Harps On Vibrant Civil Service
The Rivers State Head of Service (HOS), Mrs. Esther Anucha has stressed the need for a virile and vibrant civil service in order to adequately implement and sustain the numerous developmental policies and programmes of the present administration.
Mrs. Anucha stated this last week while declaring open a 2-day Capacity Building Workshop for Civil Servants on grade level 8-12 held at the conference hall of the Ministry of Justice in Port Harcourt.
She noted that the negative traits prevalent in the Public Service pose real challenges to service delivery, pointing out that with the current fast tempo in infrastructural development undertaken by the Amaechi’s administration, such orientation was bound to slow down growth, and therefore called for a complete change of attitude.
Mrs. Anucha said in order to bring about the desired change, the Office of the Head of Service has embarked on aggressive manpower development programmes, considering the fact that human capital development is fundamental to any advancement in society.
The Head of Service outlined some ongoing manpower development programmes which include a special Diploma Course for Executive Officers organised in collaboration with the Rivers State Polytechnic Bori, computer literacy programme for all civil servants and regular Refresher courses undertaken by the Establishment and Training Bureau.
To further enhance human capital development, Mrs. Anucha said the services of the Administrative Staff College of Nigeria (ASCON) has been brought closer with the opening of its South-South zonal office in the State, while a proposal for the construction of a Rivers State Public Service Training Institute has been made in the 2011 budget.
She expressed gratitude to the State Governor, Rt. Hon. Chibuike Rotimi Amaechi for his support to the Civil Service and urged the participants to utilise the opportunity to improve on their service delivery capacity, adding that their performance would be used as criteria for future promotion exercises.
Speaking on the topic, “Nigeria at 50: Journey So Far in Rivers State, a Consultant with Unite Consult Limited, Mr. Zakariyau Olalekan, said Rivers State has witnessed remarkable transformation, especially under the leadership of Governor Amaechi in the areas of Capacity building, infrastructural development, road rehabilitation among others.
In another paper entitled, “Developementalist State under Governor Rotimi Chibuike Amaechi”, Dr. George Nwaeke, Permanent Secretary in the Ministry of Finance said Governor Amaechi’s Administration is the greatest thing that has happened to Rivers State, stressing that there is a general consensus that he has changed the face of the State.
Over 250 participants drawn from Ministries, Departments and Agencies are attending the workshop.

RSG INAUGURATES ARMED FORCES REMEMBRANCE DAY COMMITTEE
The Rivers State Government has inaugurated a Central Planning Committee to organize the celebration of the 2026 Armed Forces Remembrance Day (AFRD) in the State.
The committee was formally inaugurated by the Secretary to the State Government, Dr. Benibo Anabraba in Port Harcourt, last Thursday.
Dr Anabraba who also serves as Chairman of the Committee
highlighted the State Government’s deep appreciation for the sacrifices of Nigeria’s fallen heroes who laid down their lives for the nation’s peace and unity.
“These heroes have given their lives for the security and peace of our nation and deserve to be celebrated. The Armed Forces Remembrance Day is an opportunity to show our gratitude for their sacrifice,” he said.
Dr. Anabraba further extended recognition to all Security Agencies in the State, emphasizing the importance of the event in appreciating their contributions to national security and sovereignty.
The annual Armed Forces Remembrance Day, observed on January 15 across the country is dedicated to remember Nigeria’s departed soldiers and honouring the nation’s veterans.
