Grassroots Development: The Ariolu Example
Local Government is the closest government to the people, hence it is christened grassroot government. This is because a person is first identified as a member of a community before the state and country. Therefore, when a community or individual in a community has any issue to be taken care of or matters to be attended to, the local government comes handy. It is also the local government that can easily understand the challenge of the people, the impact and how to tackle them. On the other hand, development is seen by experts as a process of creating growth, progress, positive change or the addition of physical, economic, environmental, social and demographic components. Hence, the purpose of development is a rise in the level and quality of life of the population, and the creation or expansion of local regional income and employment opportunities, without damaging the resources of the environment. Conversely, development cannot manifest without leadership which gives the development agent the ability to influence and guide followers or members of an organisation, society or team. Therefore, leadership is a developable skill that can be improved over time.
This can be said to be one of the innate traits of the current Chairman of Obio Akpor Local Government Area, Barrister George Ariolu, DSSRS, who has in the past few years of his political career been under the tutelage of leadership having worked as Chief Protocol to Nyesom Ezenwo Wike, when he was a local government chairman and Special Adviser on Environmental Sanitation and Public Procurement to the former Governor Nyesom Ezenwo Wike during his first and second terms respectively. A combination of the experiences garnered in these political journeys in addition to his innate qualities of steadfastness, prudence, commitment, humility, and passion for development may have necessitated his deliveries as local government chairman. It can therefore be said that Ariolu’s administration is one of the best that Obio/Akpor has ever had. The array of human capital development programmes and infrastructural development stands his administration out, not only in comparism to previous administrations but also in comity of local governments in Rivers State and Nigeria at large.
George Ariolu, on assumption of office, met a near dilapidated council secretariat with epileptic power supply to the council which somehow affected the dedication of staff to duties. To reverse this trend, Barrister Ariolu gave the secretariat a facelift through comprehensive renovation and acquired a 500KVA generating set that has ensured constant power supply in the council. These have boosted morales of the council workers in addition to regular payment of salaries and yearly Christmas packages. As a cosmopolitan local government, Obio/Akpor Local Government houses several federal government agencies, hence the secretariat building could no longer accommodate both the staff, political appointees and staff of Federal Agencies. Ariolu therefore decided to build a 30 room office space with en-suite toilets which he completed within a year. To also ensure a comfortable office space for the legislative council, Ariolu completed the legislative building started by the immediate past administration of the council. Today, Obio/Akpor has one of the best legislative buildings in Rivers State and Nigeria by extension. For the first time all councillors have their private offices in the building.
Obio/Akpor Council Secretariat premises before Ariolu assumed office had regular flooding whenever it rained but the chairman through his proactive leadership constructed internal drainage system and linked it to a nearby creek. As a result, flooding has ended in the council. In an unprecedented gesture, never in the history of the council, Ariolu has donated twelve 500KVA transformers to 12 communities in the local government to boost their power supply and improve businesses in the area, in addition to 40KVA generating sets donated to each of the four first class Traditional Rulers in the local government area. In a giant leap towards educational development, he has awarded postgraduate grants worth N700,000 and N500,000 each to 208 Ph.D and Masters students respectively. This is to encourage education advancement in the area. Eight persons drawn from different communities enrolled by the chairman in the all expensive Charkin Maritime as Cadets, have already qualified as Merchant Navy, ready to exploit the world of the blue economy which will invariably have positive spiral effect in the local government area.
As part of measures to give more access to education in the local government, Barrister Ariolu has completed two major school buildings in two communities: Woji and Rumuomoi that never had secondary school before now. The Woji secondary school of two wings storey building is made up of 19 classrooms with 16 toilets for both male and female in addition to offices for teachers and the head teachers. A six classroom block has also been completed in Rumuomoi. The chairman has also fenced Community Secondary School, Ogbogoro, as a measure to steer off intruders and pedophiles in the school. He also fenced the 50 plots of land acquired under the leadership of Hon. Timothy Nsirim in Rumuekini, which are being used for Agricultural purposes. Furthermore, over 200 youths have been trained in different skills ranging from scaffolding, crane operation, excavator and forklift operation, which has earned a good number of them employment. Infact, plans have been concluded to train more youths on trucking which is one of the attractive jobs in Nigeria and abroad.
A major market that has given the people of Oginigba alternative after the demolition of the Slaughter market is at the completion stage. The first phase which is made up of 50 lock-up shops and 100 open stalls will give great succour to women of the the community. In addition, the council under the leadership of George Ariolu has built about 40 open stalls in Rumuepirikom market. These include a section of the market that was gutted by fire. Construction of roads is not left out in the administration of Ariolu as two major roads have been completed in Oginigba and Rumuolumeni, with street lights. The Rumuorlumeni road is almost one kilometer, known as school road linking NDDC road in Nkpo, while that of Oginigba is an interlocked road of over 100 metres.
As a gesture towards making impact in his alma mater, the chairman has extended his midas touch of development to the postgraduate hostel of Rivers State University, where he renovated the entire hostel and installed a borehole for the students.
In a sharp contrast to what people termed as touting in Obio/Akpor, that was prevalent over the years before he assumed office, Ariolu has reversed the trend by removing all impersonations, touting and illegal tax collection as most businesses and road users have now heaved a sigh of relief in their daily routines. Having served as special adviser on Sanitation, to former Governor Wike, Ariolu had set-up Obio/Akpor environmental sanitation team that tackles all environmental sanitation issues. In just two years and few months in office, Barrister Ariolu has also changed the narrative of prudent management of fund in local government administration and earned awards and accolades by NGOs and stakeholders of the local government.
