Sit-At-Home Violators Will Face Law, RSG Warns

The Rivers State Government says that violators of the restriction imposed on some parts of the state to check spread of the dreaded Coronavirus will face the wrath of the law.
The confirmation was made by the Attorney General and Commissioner for Justice, Rivers State, Prof Zacchaeus Adangor in a statement made available to The Tide.
It said the statement was in reaction to a press statement issued by Mr. Enefa Georgewill of the Association of Civil Society Organisations, Rivers State, calling on the Rivers State Government to direct the Attorney General of Rivers State to withdraw all charges preferred against persons who allegedly violated the curfew imposed on part of Port Harcourt City Local Government and Obio/Akpor Local Government Areas by the governor of Rivers State and tender unreserved apology to the defendants.
The statement reads in part that, “the Honourable Attorney General wishes to observe that the call by Mr. Enefa Georgewill is borne out of ignorance because the power to impose the curfew on part of the State is derived from Regulation 11(d) of the Quarantine (Coronavirus (COVID-19) and other Infectious Diseases) Regulations, 2020 made pursuant to Section 8 of the Quarantine Act, Cap Q2 Laws of the Federation of Nigeria, 2004.
“By the clear provisions of Section 5 of the Quarantine Act, any person who contravenes any of the Regulations made under the Act commits an offence and shall be liable on conviction to the penalties provided under the Act. To be sure, breach of the curfew constitutes an offence under the Regulations,” the Attorney General explained.
It further explained that it was inappropriate for Mr. Enefa Georgewill to urge the Rivers State Government to withdraw the charges preferred against the defaulters in the Magistrate’s Court, and tender unreserved apology to them.
It noted, “For the avoidance of doubt, enforcement of the provisions of the Quarantine (Coronavirus (COVID-19) Regulations, 2020 by the Nigeria Police is consistent with the Regulation 12(3) of the said Quarantine (Corona virus(COVID-19) and other Infectious Diseases) Regulations, 2020 and same cannot be faulted by any well meaning member of our society”.
