Confab Proposes 50-Year Jail Term For Corrupt Judges
The National Conference Committee on Civil Society, Labour, Youth and Sports has proposed 50 years imprisonment and loss of official entitlements for judges convicted of corruption and perversion of justice.
The committee, in its report presented yesterday by its Chairman, Mrs Bola Ogunrinade, said that it was such proposal that revived the Asian nations.
“Judiciary officers convicted or found guilty of corruption and perversion of justice should be liable to 50 years imprisonment and loss of all official entitlements, including gratuities and pensions.’’
The committee also proposed the strengthening of National Human Rights Commission, Judicial Service Commission, anti-corruption agencies and National Orientation Agency by making them independent in appointments, operations and funding.
It advocated establishment of “Civil Society Regulatory Commission’’ to regulate the activities and conducts of the civil society organisations as well as a “Civil Society Grants/Fund’’ to strengthen their watchdog roles.
The committee also proposed a National Commission on Nigerians in Diaspora to take care of the issues of welfare, security and other plights of Nigerians in foreign countries.
To check cases of abuse of women rights, it recommended life imprisonment with hard labour for any person convicted of rape.
The committee proposed the revival and development of domestic industries and skills acquisition centres by overhauling the existing skills acquisition programmes to make them more functional.
It also proposed enactment of a law to guarantee causal workers permanent employment after working for six months.
“There should be laws to regulate working hours, pay, maternity protection and other conditions of work,’’ the committee stated.
The committee also proposed that the national minimum wage as currently provided for in the 1999 Constitution should remain on the Executive Legislative List.
“All stakeholders, including state governments, should avail themselves of the tripartite framework for determining the minimum wage to ensure ownership and acceptability.
“The 2004 Pension Act should be amended to raise the minimum contribution of employers to 15 per cent and clearly state the continuous existence of gratuity,’’ it stated.
The committee recommended the full implementation of the 2nd National Youth Policy and the Nigerian Youth Employment Action Plan (NYEAP) with legal backing for their implementation.
“The NYSC scheme should be repositioned for relevant youth empowerment while its one year tenure should be split into three phases.
“The first phase should be one month of orientation and the second phase should be six months of primary assignment, integration and industrial exposure.
“The last phase should be five months of vocational and entrepreneurial skills acquisition,’’ the committee stated.
The committee recommended the abolition of the current dichotomy between HND and degree programmes.
