HOS Tackles Complaints On Tax
An eight member Personal Income Tax Implementation Committee has been set up to look into issues bordering on the proper implementation of the new tax regime in the Rivers State Public Service.
Inaugurating members of the committee in his office in Port Harcourt, the Head of Service (HOS), Barr Samuel LongJohn said the move was in fulfilment of the promise made to workers to address their complaints on over taxation and based on the outcome of a paper presented on the implementation of the new tax regime during the Civil Service Week celebration.
Barr LongJohn noted that the implementation of the Personal Income Tax Amendment Act (PITA) 2011, which entails that the total emolument of workers is taxed as against the old regime of five per cent tax on basic salary, has raised some concerns that needed to be addressed, stressing that he would do everything possible to ensure that the rights of workers are protected.
He therefore charged members of the committee to look into the method of implementation of the new tax regime whether it is being properly done and if otherwise, suggest ways of its proper implementation in accordance with the provisions of the law.
The Head of Service congratulated them on their appointment, and urged them to carry out their assignment judiciously and ensure that the desired result is achieved.
Responding, Chairman of the committee, Sir George Nwaeke, who is also the Permanent Secretary in the Ministry of Environment, thanked the Head of Service for finding them worthy to serve, and promised to deliver on their assignment within the ambits of the law.
He said the setting up of the committee has, once again, proved that the Head of Service is a listening administrator committed to the interests and welfare of workers.
Other members of the committee, which has six weeks to submit its report, include the Permanent Secretary in the Ministry of Finance, Mr. Minabelem Michael West, Director of Payroll, Mr. Ernest Chapp-Jumbo, Mr. Belema Nembo-Opuiyo, Chief Jonathan Gunn, Mr. Oliver Amadi and the state Chairman of the Joint Public Service Negotiating Council, Comrade Chuku Emecheta while Mr. Tuwotamuno Abbey is to serve as secretary.
It would be recalled that a paper presented by Sir George Nwaeke during the Civil Service Week celebration, entitled, “The New Tax Regime and its Impact on Civil Servants”, had hinted that the objective of the new tax regime has not been realised as civil servants were being overtaxed.
