RSHA Passes Public Finance, Accounts, Health Insurance Bills
Three prominent bills, which public hearings were conducted, last year, have been passed into law by the Rivers State House of Assembly.
With the passage of the bills, yesterday, the proposed Rivers State Future Assured Fund will soon come on stream.
Also, the Rivers State Contributory Health Insurance Bill will pave way for a voluntary health insurance scheme for those in public and private sectors.
The Public Accounts Bill is aimed at repealing the old audit system with a more efficient and modern audit method that’s transparent and accountable.
After being given a third reading, they are billed to be sent to the state Governor, Chief Nyesom Wike, for assent, soon.
The legislators had on resuming plenary, last Tuesday, commenced debate on the three bills.
Leading the debate, Majority Leader of the House, Hon. Martin Amaewhule stated that the Public Finance Management and Control Bill 2019 was in line with Section 1(f) of the 1999 Constitution as amended.
Part of the argument was hinged on saving for the rainy day.
“The bill is saying let us not spend all we have but to save for the rainy day”, Amaewhule submitted.
The Speaker, Rt. Hon. Ikuinyi-Owaji Ibani said the State Finance and Control Management Bill put the state at an advantage.
“Prosperity does not come by wish but by what we have been able to save for the future”, he added.
On the Public Accounts Bill, many of the lawmakers while commending the committee report, said time has come to put in place a more efficient audit system that makes government spending open and transparent.
Lending further voice to the arguments of the lawmakers, Ibani stressed, “this bill is multidimensional but the major focus is to ensure that public funds are well-managed and transparently.”
The final debate on the Violence Against Persons (VAP) Prohibition Bill was deferred to the next sitting of the House.
However, the final committee report of the VAP bill had been submitted for consideration by the House.

RSG INAUGURATES ARMED FORCES REMEMBRANCE DAY COMMITTEE
The Rivers State Government has inaugurated a Central Planning Committee to organize the celebration of the 2026 Armed Forces Remembrance Day (AFRD) in the State.
The committee was formally inaugurated by the Secretary to the State Government, Dr. Benibo Anabraba in Port Harcourt, last Thursday.
Dr Anabraba who also serves as Chairman of the Committee
highlighted the State Government’s deep appreciation for the sacrifices of Nigeria’s fallen heroes who laid down their lives for the nation’s peace and unity.
“These heroes have given their lives for the security and peace of our nation and deserve to be celebrated. The Armed Forces Remembrance Day is an opportunity to show our gratitude for their sacrifice,” he said.
Dr. Anabraba further extended recognition to all Security Agencies in the State, emphasizing the importance of the event in appreciating their contributions to national security and sovereignty.
The annual Armed Forces Remembrance Day, observed on January 15 across the country is dedicated to remember Nigeria’s departed soldiers and honouring the nation’s veterans.
