Minister Bemoans Arbitrary Charges Of Shipping Lines, Terminal Operators
Senator Idris Umar, Minister of Transport, last Monday urged shipping lines and terminal operators to review downward their rates and charges.
Umar made the call while declaring open a joint meeting of the Committees of the Union of African Shippers Councils in Abuja.
He said that many of the charges were unjustifiable and arbitrary.
“You are all aware of the enormous challenges of escalating costs of the carriage of goods facing the sub-region.
“As shippers’ councils in the sub-region, your role is to create favourable conditions for the promotion of the international trade of the sub-region.
“To do this, the union is expected to devise measures that will promote fair trade practices, transparency, regional trade stability and enhance mutual co-operation among members,” he said.
Umar was represented by the Executive Secretary of the Nigerian Shippers Council (NSC), Capt. Adamu Biu.
He said that the meeting was being held as a result of the resolutions of the 8th Ordinary General Assembly of the Union held in Niamey, Niger Republic, between July 20 and 21.
Umar also said that the meeting was being held in recognition of the compelling need to revitalise the two standing committees of the union.
The minister said the two committees had onerous tasks, especially with the forecast of gloomy global economic situation and its anticipated effects in Africa.
He urged the union to deliberate on the on-going World Trade Organisation’s (WTO) negotiation on trade facilitation and the harmonisation instruments.
According to him, the instruments included Single Window, Cargo Tracking Note, Freight Exchange and Container Security Initiatives.
The meeting is being attended by representatives of 16 countries. They are Nigeria, Gabon, Angola, Benin, Burkina Faso, Cameroun and Senegal.
Others are Congo, Cote D’ivoire, Democratic Republic of Congo, Equitorial Guinea, Mali, Togo, Guinea Conakry, Ghana and Niger.
