Grassroot Representation: Dep Speaker Creates Ward Offices
The Deputy Speaker of Rivers State House of Assembly and Chairman, Parliamentary Exchange and Mentorship Programme of the Pan-African Parliament, Hon. Leyii Kwanee, has introduced a new strategy of consultation and interaction with his constituents whereby ward offices are created to facilitate representation.
Speaking at the inauguration of Ward Constituency Offices of the Khana Constituency II Office at Taabaa in Khana Local Government Area, the Deputy Speaker said that representation was all about reaching out and consulting with constituents and regretted that chains of communication in the process has been remote.
Represented by Mr Hycinth Nwiyee, the Deputy Speaker said it was in recognition of this that he chose to close the gap by introducing ward offices.
This, he said would ensure participatory contribution of the grass roots in the output of legislation.
“The Constituency office at Taabaa town even though located in my constituency does not provide sufficient link to remote communities scattered in the various eight (8) wards of the constituency”.
“By establishing ward constituency offices, constituents can easily report their problems to the ward office for onward transmission to the Khana Constituency II office”.
“This makes room for greater interaction, consultation, grass roots inputs and bond, which will fast track development of the rural parts of the constituency”.
“The idea will enable me to know where the shoe pinches in terms of issues, problems and handling of them as well as nipping on bud conflicts and crisis”, he stated.
The Deputy Speaker who is also the member representing Khana Constituency II, decried the attitude of legislation in Nigeria whereby the rural, poor and weak do not make inputs or are not consulted adding that this has created a lacuna, which impedes the concept that government is by the people and for the people.
Hon. Kwanee charged the newly appointed ward liaison coordinators who would man the ward constituency offices to relate well with the grass roots to enable the people feel free to share ideas on problems that demand legislative attention.
“As ward liaison coordinators, you have vital responsibilities and role to play. I charge you to discharge the responsibilities with sense of dedication and commitment knowing that input-output flow is necessary in legislative representation.
He assured that the administrative structure will be triangular which gives them the opportunity to relate both to the Constituency Secretary and the legislator.
“The administrative model will be triangular in nature where at the apex, you have the legislator who relates with the constituency Secretary and the Constituency Secretary relates with the ward coordinators”.
“In case of emergency, a ward co-ordinator could relate directly with me the legislator. This structure makes for quick reaction to exigencies, emergencies and better co-ordination”, he said.
He appealed to them to work hard pointing out that if such was done many legislators will emulate the method.
