FIDA Seeks Early Passage Of VAPP Bill
National President of the International Federation of Women
Lawyers (FIDA), Mrs Hanwa Shekarau has called for the urgent passage of the
Violence Against Persons prohibition (VAPP) Bill before the National Assembly.
The Bill, according to her, has passed its second reading on
intended to check all forms of forceful, mental and physical exertion of force
on another without consent.
Shekarau, who stated this at a one-day training programme on
“Women’s Sexual and Reproductive Health and Rights”, for Police Officers in
Rivers State, noted that the Bill when passed into law would among others
address such issues as women’s health and Rights in Nigeria.
In her paper titled “Law of Rape and VAPP Bill”, Shekarau
specifically noted some key sections of the Bill, which include Section 2 (of
the Bill) prohibits forceful eviction of any person from their home except when
it is done in pursuant to a court order.
“Section 17 provides for the prohibition of emotional,
verbal and psychological abuse while section 18 provides for the prohibition of
harmful widowhood practices.
“Section 19 prohibits the abandonment of spouse’s, children
and dependants without sustenance”, she said.
“The VAPP Bill, “she said also” makes provision for a
regulatory and implementing body/commission that would ensure the
implementation of the proposed law”.
She explained that the difference between the VAPP Bill
makes provision for compensation of victims and protection of their rights”, a
factor that has been lacking in the current law on reproductive services law.
In a post-workshop interview, the country director of Ipas,
Nigeria, Dr. Ejike Oji noted that the essence of the training programme for
Police officers in Rivers state was to sensitise them on women’s sexual and
reproductive health and Rights, to enable them effectively handle cases of wife
battery in the cause of their job.
Dr. Oji also noted that one out of every 100 women die in
Nigeria trying to deliver a baby, adding that 610,000 abortions are recorded in
Nigeria annually, leading to a good number of them paying with their lives”.
“Several others”, he continued, “are damaged for life in the
process”.
The one-day training programme was organised by Ipas,
Nigeria for 20 Police officers in Rivers State.
