Amaechi: Metaphor For Transparency, Accountability, Drive
In a political climate where the fall of one administration and the emergence of a new one has, for years, become a fascination among Nigerians, the reluctance of Rivers people to jubilate for the much-rumoured removal from office of Governor Chibuike Rotimi Amaechi cuts the picture of a verity and surely deserves an appraisal of the indices that informed the action.
Strangely, however, Wednesday, April 21, 2010, the day the Appeal Court sitting in Port Harcourt finally threw out the lingering suit by Chief Bekinbo Soberekon of the Accord Party in the April 14 Governorship election, the mood was fully different. But why so?
Before assuming office as the Executive Governor of Rivers State on October 26, 2007, Rt Hon Chibuike Rotimi Amaechi had served two consecutive tenures as Speaker of the Rivers State House of Assembly beginning from May 29, 1999. And so, naturally blessed with such experience, as governor, Amaechi did not waste time in demonstrating to Rivers people that he had a purposeful agenda to pursue on the people’s behalf, and has been consistent in pursuit of that goal.
One of his earliest moves in this direction was the inauguration of an economic advisory council led by a Harvard-trained economist and high profile banker, Atedo Peterside.
Considering the success of the council as most pivotal to that of the administration itself, Amaechi consulted his economic team daily, as he did many other stakeholders.
With that mindset, Amaechi did not hesitate to demonstrate his administration’s desire to do things differently, especially his zero tolerance for corruption at whatever level of the public service. With the immediacy required, he directed the convocation of seminars and retreats for political appointees, state legislators and senior civil servants at such serene settings as the Obudu Ranch and Tinapa Resort in Cross River State all intended to get them into line.
Another is the extensive independence granted the state’s Bureau of Public Procurement (BAPP) which without doubt underscores his resolve to pursue transparency in governance to its limits, strange to the familiar business as usual approach by Nigerian politicians. His Due Process Policy of publicly opening bid documents serves to boost the state’s transparent contract award procedure.
In terms of style of governance, the state chief executive can be described as belonging to that rare breed of young politicians who are constantly in tune with new global trends in political administration.
For instance, the public private partnership (PPP) strategy being used by this dispensation in the execution of most of its mega projects has been described by experts as the middle ground now being adopted by serious governments across the world because it has proven to be a cheap and efficient way of providing vital social infrastructure for their people.
The state government’s futuristic investment idea of a Grater Port Harcourt mega city is already hinged on this type of arrangement. In spite of the N50 billion being set aside annually for its execution, some of the component projects are already in the hands of private investors. The Port Harcourt City Bus Service scheme now in operation by some indigenous firms spearheaded by Skye Bank Plc and the mega entertainment development investment captured by Silverbird Group are some examples.
Notable among projects for which investors are still being sought are the N100 billion Independent Power Project, the multi billion naira modern water scheme and the N50 billion mono rail project.
Going by the number of ongoing projects in the education, health, roads and power sectors as contained in Governor Amaechi’s second anniversary account of stewardship, we readily see a man divinely driven by and full of the fear of God in the service of his people.
With only a total of N509 billion federal allocation received between 2007 and 2009, the entire state is already a huge construction site.
Again, in spite of some of the discomfort being suffered by some residents following the ongoing massive urban regeneration exercise, he still remains popular with the people. At no time had this been clearer than two days ago when the Appeal Court in Port Harcourt struck out a suit seeking to embarrass the state governor.
The Tide wishes to join the rest of the state in savouring this victory for a transparent public servant, and in our view, a metaphor of transparency, accountability and drive for excellence.
