Bill On Local Content In Construction Industry Passes Second Reading
A bill for an act to provide for the development of Local Content in the Nigerian Construction Industry passed its second reading at the House of Representatives on Wednesday.
The bill also seeks to provide for the use of local content plan, supervision, coordination, monitoring as well as implementation of local content.
Leading debate on the merits of the bill, Rep. Femi Gbajabiamila, (ACN-Lagos), said that the bill would further boost the level of employment opportunities and local trade in the country.
“ This bill is a patriotic and nationalistic bill, which seeks to give Nigerians, qualified priority in the construction business in Nigeria,“ he said.
According to the lawmaker, 80 to 90 per cent of construction jobs in the country are awarded to foreign companies, to the detriment of local firms.
He said it was high time local firms were encouraged.
The lawmaker said: “We have trained architects, engineers and other skilled professionals in the industry but a lot of these jobs are awarded to foreign firms“.
Gbajabiamila urged his colleagues to support the proposed legislation to improve the nation’s local content.
In his submission, Rep. Asita Honourable (PDP-Rivers), said that the bill also sought for Nigerians to tap from the benefits of the construction industry.
Rep. Honourable, who is the Chairman, Local Content, expressed optimism that the passage of the bill would provide opportunity for indigenes to participate in the construction industry.
It would generate employment opportunities for the people, he added.
Rep. Fort Dike (PDP-Anambra), said that the proposed legislation would give reason for “every country to provide its local content.”
Rep. Abike Dabiri-Erewa (ACN-Lagos), who also aligned with the submission of Rep. Dike, stressed the need to build a local content system that would aid in the country’s economy.
Rep. Dakuku Peterside (PDP-Rivers), called for a provision, in the bill, that would ensure that competent people got jobs in the construction industry, if passed.
The lawmakers were unanimous in their votes in passing the bill for second reading while Speaker Aminu Tambuwal, referred it to the Committee on Local Content for more legislative inputs.

Kenyan Runners Dominate Berlin Marathons
Kenya made it a clean sweep at the Berlin Marathon with Sabastian Sawe winning the men’s race and Rosemary Wanjiru triumphing in the women’s.
Sawe finished in two hours, two minutes and 16 seconds to make it three wins in his first three marathons.
The 30-year-old, who was victorious at this year’s London Marathon, set a sizzling pace as he left the field behind and ran much of the race surrounded only by his pacesetters.
Japan’s Akasaki Akira came second after a powerful latter half of the race, finishing almost four minutes behind Sawe, while Ethiopia’s Chimdessa Debele followed in third.
“I did my best and I am happy for this performance,” said Sawe.
“I am so happy for this year. I felt well but you cannot change the weather. Next year will be better.”
Sawe had Kelvin Kiptum’s 2023 world record of 2:00:35 in his sights when he reached halfway in 1:00:12, but faded towards the end.
In the women’s race, Wanjiru sped away from the lead pack after 25 kilometers before finishing in 2:21:05.
Ethiopia’s Dera Dida followed three seconds behind Wanjiru, with Azmera Gebru, also of Ethiopia, coming third in 2:21:29.
Wanjiru’s time was 12 minutes slower than compatriot Ruth Chepng’etich’s world record of 2:09:56, which she set in Chicago in 2024.
