Fubara Inaugurates 10th Rivers Assembly, Inspects Projects
The Rivers State Governor, Siminalayi Fubara, on Monday inaugurated the 10th state House of Assembly.
The governor, during the inauguration at the hallowed chamber in Moscow Road, Port Harcourt, said it was in exercise of his constitutional powers.
According to a statement signed by his Senior Special Assistant on Media, Boniface Onyedi, the governor said, “My duty this morning is officially to dissolve the 9th Assembly and inaugurate the 10th Assembly, so that you can commence your first session.
“Whereas it is provided in Section 105 (3), of the Constitution of the Federal Republic of Nigeria 1999, as amended. That the person elected as governor shall have the power to issue a proclamation for the holding of the first session of the state Assembly immediately after being sworn in.
“Therefore, I, Siminalayi Fubara, Governor of Rivers State, in exercise of the powers bestowed upon me by Section 105(3) as aforesaid, and of all other powers enabling me in that behalf, hereby proclaim that the first session of the 10th Rivers State Assembly holds at 10:00am on this day, Monday the 5th of June, 2023, in the Rivers State House of Assembly Complex, Port Harcourt.”
Soon afterwards, the members of the 10th Assembly uninamously elected former House leader and the lawmaker represnting Obio/Akpor Constituency 1, Martins Ameawhule, as new Speaker of the 32-member House.
Also, the member representing Gokana Constituency and former Chairman, House Committee on Environment, Dumle Maol, was elected Deputy Speaker.
Meanwhile, Fubara paid an unscheduled visit to the ongoing construction of the convocation arena at the University of Port Harcourt.
Speaking after inspecting the facility being built by the Rivers State Government, Fubara stated that the project was dear to the government because of its importance to education and youth development.
He charged the contractor handling the project to match words with action by completing the project within the next 60 days as promised, warning that failure to deliver will attract consequences.
Fubara used the opportunity to warn other contractors handling state government projects to step up their works as he will not condone any delay but would expect prompt delivery on projects.
He said, “From what I’m seeing here, the contractor is also assuring that in 60 days he can deliver.
“We will give him the benefits of doubt. But I need to say clearly that if in 60 days, I visit this project, I don’t see it completed, it’s not going to be easy for the contractor, that’s the truth.
“But I believe from what I have seen the extent of job that they are doing, I think they’re a bit serious compared to what we saw about two months ago.”
“The reason why this project is important to us is this: It has to do with education and youths. You can’t separate education from the youths and one of the objectives of our projects is development of the youths and advancement of education. So, our coming here is to see it, assess it ourselves and not only from the reports from the ministry, but for me to see it.
“It is not business as usual. I had a meeting with them the other day and I told them that even though this contract is not new that does not mean that you go home and sleep. You can see that I’m a very punctual person. If I give you 9:0 clock, it will be 9:0clock. So, my word to the contractor today is that you’ve assured me that in 60 days you’re going to deliver. There will be serious consequences if I come here by 60 days from today and this job is not ready”, he concluded.

President Tinubu is personally scheduled to attend 12 states including Rivers, Kaduna, Plateau, Oyo, Borno, Enugu, Bauchi, Sokoto, Delta, Kano, Adamawa and Lagos.

2027: Be Politically Neutral, Fubara Tasks Traditional Rulers
Rivers State Governor, Sir Siminalayi Fubara, has charged traditional rulers in the State to maintain neutrality, ensure fairness and uphold peace in their domains as the country prepares for the 2027 general elections.
Fubara gave the charge on Wednesday while declaring open the 126th, 127th and 128th Combined Quarterly Meeting of the Rivers State Traditional Rulers Council, in Port Harcourt.
The governor said the primary function of traditional rulers is to administer justice and ensure fairness, saying their conduct must not lead to division and unmanageable crises.
“Let me therefore, request, if that is the right word to use, that please, as we are entering into this political season actively, everyone should ensure that your conduct promoted peace in your place. Your actions should not be what would lead to the division and multiple crisis that we cannot manage as a government.
“I think with that, we can all live as one and we can also continue to make this progress that we are trying with all our mind, our body and our soul, to ensure that we deliver to our dear State,” he said.
Fubara urged the royal fathers to abide by the oath and constitution they swore to before ascending their respective stools, in the interest of stability and progress of the State.
He also enjoined them to set aside individual sentiments and place the interest of Rivers State above personal considerations, noting that this principle has guided his own day-to-day governance of the State.
“I want to enjoin everyone to keep aside issues of individual sentiments and ensure that the interest of our state supersedes whatever thing that we have in our mind. This is not just what I’m saying here, it is what I’ve also practiced and displayed in my day-to-day life in the governance of our dear State,” he said.
On the appeal for improved welfare for traditional rulers, the governor clarified that the delay in actualising some of the requests they made in the past was not from the government but from the inability of the Council to put its house in order.
Fubara explained that the issue of stipends paid to the traditional rulers by the local government councils, was a statutory benefit provided for in the constitution and not what a state governor can change by mere verbal pronouncements.
He assured that he remains a man of his word and will fulfill his promises to the traditional rulers before leaving office, next year.
He reaffirmed his respect for the traditional institution as custodians of culture and the closest link to the people, thanking them for their prayers and support.
The governor urged the royal fathers to ensure that the combined quarterly meeting featured fruitful deliberations that will strengthen peace and development in the State.
Earlier, the Chairman of the Rivers State Council of Traditional Rulers and Paramount Ruler of Apara Kingdom, His Royal Majesty, Eze Chike Amadi Worlu Wodo, expressed profound gratitude to the State Government for its efforts in maintaining a cordial relationship with the traditional institution.
Wodo highlighted the importance of traditional rulers in conflict resolution, noting that their closeness to the people places them in a strategic position to mediate in disputes involving chieftaincy matters, family disputes and land ownership in their respective communities.
The royal father drew the attention of the State Government to some challenges affecting the performance of the traditional institution, particularly the lack of official utility vehicles and logistical support needed to discharge its responsibilities effectively.
He also appealed for improved monthly stipends and better welfare provisions to reflect prevailing economic realities.
