NANS Passes Vote Of Confidence On PenCom DG
The National Association of Nigerian Students (NANS) has passed a vote of confidence on the Director-General and Chief Executive Officer of the National Pension Commission (PenCom), Aisha Dahir-Umar.
Speaking at a press conference, the NANS Senate President, Attah Felix Nnalue, admitted that the union’s recent Freedom of Information (FOI) letter on the alleged annual expenditure of N14billion on personnel costs was not only misleading but wasn’t backed by any fact.
The union had threatened to stage daily mass protests against PenCom should the pension regulator fail to furnish it with the details demanded in the FOI.
Nnalue, however, said that after carefully reviewing its allegations against PenCom, NANS found that there was a “marked difference between staff cost and staff salary” with the former consisting of training allowances, staff exit benefit scheme, and employers’ pension contribution “as opposed to salaries that are fixed and eared monthly”.
He blamed the misconception on the “lack of inattentiveness that played out at the National Assembly” when the lawmakers recently invited officials of PenCom to seek clarification on issues as part of their oversight functions.
Nnalue said the union regretted that since the events that transpired at the National Assembly few weeks ago, both the traditional and social media, either out of mischief or lack of understanding of the issue, have been misrepresenting facts with the intention to portray Dahir-Umar in bad light.
The NANS senate president who described the PenCom boss as a pacesetter, said it “carried out an independent findings and came to the conclusion that the allegation of wasteful spending is in many parts misleading, untrue, unverified, therefore, should be ignored.”
He further called on relevant stakeholders to focus on steps taken by the “Dahir Umar-led PenCom to safeguard contributors’ funds rather than on inanity.
“It is imperative to state that at the inception of the PenCom over 18 years ago, the commission has operated, especially under the present DG, an employee compensation policy that favourably compares to comparator government bodies in the financial services sector, such as the Central Bank of Nigeria (CBN), the Nigeria Deposit Insurance Corporation (NDIC) and the Securities and Exchange Commission (SEC).
“Furthermore, the NANS is aware that the Presidential Committee on the Consolidation of Emoluments in the Public Sector headed by the late Chief Ernest Shonekan, former Head of the Interim National Government, made a number of recommendations which guided the PenCom Board in its compensation review exercises. One of the recommendations is that the pay structure of self-funded agencies should be benchmarked with their private sector comparators so as to ensure relativity in such agencies and attract and retain high-calibre professionals.”
Speaking on Dahir-Umar’s giant strides as PenCom CEO, Nnalue said she supervised the growth of the pension assets from N6.42trillion in 2017 to N14.3trillion as at July, 2022.
“She introduced the Multi-Fund Structure of investment of pension fund assets to address the investment appetite and preference of contributors as well as their age profile.
“Dahir-Umar also approved a structured reduction of fees on Net Asset Value of pension fund assets.
“The PenCom boss introduced the Micro Pension Plan for the participation of informal sector workers in the Contributory Pension Scheme. The Micro Pension Plan was formally launched by Mr. President on March 28, 2019.
“She developed the Enhanced Contributor Registration System (ECRS) to clean and enhance the integrity of the pension industry database.
“She introduced the RSA Transfer Window to enable contributors change their PFAs at least once in a year.
“She instituted a periodic Pension Enhancement programme every three years, where the retirees’ monthly pensions are enhanced based on the performance of their RSAs.
“Dahir-Umar also automated the Annual Enrolment Exercise for FGN retirees to remove the inconvenience of the physical process of the exercise.
“Recently, she issued the Guidelines for Access to a Percentage of RSA balance towards payment of Equity Contribution for residential mortgage.
“She has strengthened the minimum capital base of PFAs from N1billion to N5billion for better service delivery to contributors.
“She facilitated the payment of outstanding accrued pension rights of FGN retirees, which drastically shortened the waiting period for accessing their retirement benefits,” the NANS leader noted.
The students therefore, insisted that they would not allow themselves “to be swayed by a malicious narrative against a tested and patriotic woman that has dedicated her life to the service of our dear nation.
“We are against corruption and we are committed to advocating and promoting good governance at all levels, as such we will never support corrupt elements in government. But where there is a clear misinformation about happenings, we owe ourselves and the society a duty to get to the bottom of the matter in order to get the facts and set the records straight.
“It is due to some of the reasons enumerated above that NANS as a body of all Nigerian students decided to pass a vote of confidence on the leadership of the Director General of the National Pension Commission (PenCom), Mrs Aisha Dahir Umar, for her exemplary leadership and track record of performance.”

Fubara Reaffirms Commitment To Grassroots Dev
Rivers State Governor, Sir Siminalayi Fubara, has reaffirmed his administration’s commitment to partner with local government councils that prioritize the welfare and development of people at the grassroots.
Fubara stated this last Thursday in Nkoro Town during the commissioning of the newly built Sir Siminalayi Fubara Corps Members’ Lodge, executed by Hon. James A. James, the Chairman of Opobo/Nkoro Local Government Area.
Represented by his Chief of Staff, Mr Sunny Ewule, the governor said the project goes beyond a building to represent hope, hospitality and responsible leadership.
According to him, providing decent and safe accommodation for Nationl Youth Service Corps (NYSC) members who leave their comfort zones to serve in communities is the least government can do.
“Today we are not just commissioning a building, we are commissioning hope, hospitality and responsible leadership. The Chairman of Opobo/ Nkoro LGA, Hon. James A. James has understood a very simple truth that those who come to serve us must serve with dignity,.
“Our young graduates who serves under the NYSC scheme leave the comfort of their homes and travel far to contribute to our communities, they teach our children, they work in our health centres, and they become parts of our families.
“The least we can do is give them a decent, safe and befitting place to lay their heads. What Hon. James A. James has done today is in total alignment with the vision of this administration, an administration that believes in people, that prioritises welfare and that believes development must be felt in every local government and not just in Port Harcourt” he said.
Fubara further urged the beneficiaries of the corpers lodge to make good use of the facilities of the newly built edifice and be good ambassadors of Nigeria, respect the culture and traditions of the host community while continue to serve with dedication and patriotism.
“This Corpers lodge will enhance the security and welfare of serving corps members, boost their morale and make Opobo/Nkoro and even more attractive place for posting, it is a strategic investment in human capital and in peace building,” he said.
He commended the Opobo/Nkoro Council Chairman for aligning with his administration’s vision of ensuring development is felt in all 23 local government areas of the State, and not just in Port Harcourt, adding that the lodge is a strategic investment in human capital, security and peace building.
In his goodwill message, the Rivers State NYSC Coordinator, Mr. Moses Oleghe, said the accommodation was 85 percent of Corps members’ challenges.
Oleghe thanked Governor Fubara for the recent increase in the State allowances for Corps members to N35,000 for those in 21 rural areas and N20,000 for those in Obio/Akpor and Port Harcourt City LGAs, describing the gesture as a moral booster for the corps members.

IGP Secures Foreign Training Offer For 5,000 Police Officers
The Inspector-General of Police, IGP Olatunji Disu, has secured an offer of specialised training for up to 5,000 Nigerian police personnel under a proposed security cooperation involving Nigeria, the United States and Italy.
The Force Public Relations Officer, CSP Ani Iniedu, disclosed this in a statement issued at the Force Headquarters, Abuja, at the weekend.
The initiative is aimed at strengthening the operational capacity of the Nigeria Police Force to tackle insurgency, terrorism, kidnapping, arms trafficking and other emerging security threats across the country.
According to the statement, the proposed training programme will focus on counter-insurgency operations, intelligence-led patrols and tactical operations, particularly in difficult rural and forested environments.
Other areas of training include critical infrastructure protection, digital and scientific forensics, cybercrime investigations, explosives detection, financial investigations, asset tracing and anti-extortion operations.
The programme is expected to extend beyond the Police Mobile Force to other specialised units, including explosive ordnance disposal and forensic teams.
As part of the engagement, Disu met with the Commander-General of the Italian Carabinieri, Lieutenant-General Salvatore Luongo, to explore areas of technical assistance, professional training and institutional cooperation.
The police chief and his delegation also visited the Carabinieri Centre of Excellence for Stability Police Units in Vicenza, Italy, where they assessed training facilities and explored opportunities to adapt specialised policing programmes to Nigeria’s security needs.
Proposals discussed during the visit included command courses for 40 senior police officers, leadership training for 100 junior commanders and the deployment of a mobile assistance team to support Police Mobile Force training schools in Gwoza, Borno State, and Ila-Orangun, Osun State.
The discussions also covered the development of a national stability policing doctrine and standard operating procedures to improve professionalism, operational coordination and civilian protection, particularly in communities recovering from conflict.
Other areas of proposed cooperation include canine operations, forensic science and mounted policing, including horse breeding and local capacity development for effective public order management.
To formalise the proposed partnership, the IGP has initiated moves towards a Memorandum of Understanding covering specialised training, technology transfer and operational procedures.
He also invited an Italian Carabinieri assessment team to Abuja to identify priority needs and develop implementation arrangements.
Disu reaffirmed the commitment of the Nigeria Police Force to international partnerships that will strengthen operational readiness, improve investigative capacity and enhance the protection of lives and property.
The statement did not, however, indicate when the proposed training programme would commence or provide a definite implementation timetable.
