FG Set To Reform Armed Forces Healthcare Service
Minister of Defence, Major General Bashir Magashi (rtd), yesterday, said that the Federal Government has concluded plans to reform the healthcare system of the Nigerian armed forces.
The reformation, which include the construction of a state of the art military hospital, according to Magashi, would go a long way to cater the health needs of wounded soldiers, veterans, members of their families and the general public.
Magashi, made this known in his keynote address at the Needs Assessment and Strategic Review Project Kick-Off Workshop on Reforming Military Health Services held in Nigeria held in Abuja.
He reiterated the need for a coordinated and unified armed forces healthcare delivery system to tackle the enormous health challenges.
The minister while noting that the healthcare system was an important component of the reform of the ministry and the armed forces approved by President Muhammadu Buhari, said the ministry has resolved to review the armed forces health system, identify gaps and reposition it to better service delivery.
He said that as obtainable in other parts of the world, the new Ministry of Defence “will have a mix of military and civilian personnel working together in an integrated manner to provide multi-disciplinary advice and expertise for an effective management of the ministry by the Honourable Minister of Defence”.
“The armed forces health system is bedevilled with numerous challenges necessitating the need to engage a consultant to carry out a comprehensive needs assessment.
“The essence is to review the state of our facilities, dearth in medical personnel, inadequate equipment and parallel health care delivery services with a view to upgrading our facilities, recruiting more personnel and to boost the morale of our armed forces and civilians alike.
“My vision is to put in place mechanisms that will lead to the establishment of a world class military hospital akin to Walter Reed Military Hospital in the USA.
“It will successfully manage officers and soldiers injured in battle as well as provide serving personnel, veterans, their families and indeed Nigerians quality healthcare services’’.
In his address, the Permanent Secretary, Dr Ibrahim Kana, while noting that a number of military hospitals across the countryrequires overhaul and reform in terms of facilities and manpower, said that the Nigerian military Health Management Organisation (HMO) had been in the forefront of providing universal health coverage to both serving and retired personnel.
Kana, who said there were gaps that exist despite of the successes so far recorded bythe military in healthcare delivery, said, “Now we are focusing on operational efficiency in order for us to reposition, the armed forces health facilities for optimal performance.
“We want to see a situation whereby we begin to go back to the olden days where we have the core medical, whereby the armed forces actually recruit medical students and other students from the university so they can begin to condition their minds.
“So when they graduate, they go to the academy, get trained and fall into service with their uniforms. That is our vision again as part of the reform,’’.
The permanent secretary, who commended the armed forces for playing an active role at ensuring effective healthcare delivery in the country during COVID-19 crisis, noted the role of the Nigerian Air Force who provided oxygen and emergency ventilator to medical facilities across the country for COVID-19 patients.
He said that the Nigerian army was also involved in providing free medical services across the country during the pandemic while the Nigerian army has also been offering free surgical services, particularly in hard to reach areas.
He said, “We know for some time now the country has been bedevilled by insurgency, banditry, and other all forms of insecurity, thereby making it difficult for people in rural areas, and in particular in those areas to access healthcare.
“The Nigerian armed forces being what they are, actually rose to the equation again to continue to provide services, including health services.
“Nigerian Armed Forces Medical Services did not only limit its services to military alone, they have continued to provide services civilians during the peacekeeping operations’’.
Earlier in his address, the Chief of Defence Staff (CDS), General Lucky Irabor, who while noting that the reformation plan of the ministry aligned with the vision of the armed forces to enhance the morale component of war fighting, said the initiative would go a long way in stabilising the society.
The CDS, who said that healthcare and emotional wellbeing of personnel remained critical to the moral component, noted that the project was long overdue especially when the armed forces have been engaged in internal security operations for decades, adding that the impact of these operations on personnel was unimaginable.
He said “And I think that at the conclusion of this project, the impact and value that it will bring to the wellbeing of members of the armed forces is better imagine.
“I believe this project ought to have been yesterday, the intention is to optimize medical management of our armed forces”.
The workshop which held at the Transcorp Hilton Hotel, was attended by foreign partners, including the representatives of the US Embassy, World Bank, Uk foreign office as well as service chiefs, of the Army, Navy and Air Force.

Fubara Reaffirms Commitment To Grassroots Dev
Rivers State Governor, Sir Siminalayi Fubara, has reaffirmed his administration’s commitment to partner with local government councils that prioritize the welfare and development of people at the grassroots.
Fubara stated this last Thursday in Nkoro Town during the commissioning of the newly built Sir Siminalayi Fubara Corps Members’ Lodge, executed by Hon. James A. James, the Chairman of Opobo/Nkoro Local Government Area.
Represented by his Chief of Staff, Mr Sunny Ewule, the governor said the project goes beyond a building to represent hope, hospitality and responsible leadership.
According to him, providing decent and safe accommodation for Nationl Youth Service Corps (NYSC) members who leave their comfort zones to serve in communities is the least government can do.
“Today we are not just commissioning a building, we are commissioning hope, hospitality and responsible leadership. The Chairman of Opobo/ Nkoro LGA, Hon. James A. James has understood a very simple truth that those who come to serve us must serve with dignity,.
“Our young graduates who serves under the NYSC scheme leave the comfort of their homes and travel far to contribute to our communities, they teach our children, they work in our health centres, and they become parts of our families.
“The least we can do is give them a decent, safe and befitting place to lay their heads. What Hon. James A. James has done today is in total alignment with the vision of this administration, an administration that believes in people, that prioritises welfare and that believes development must be felt in every local government and not just in Port Harcourt” he said.
Fubara further urged the beneficiaries of the corpers lodge to make good use of the facilities of the newly built edifice and be good ambassadors of Nigeria, respect the culture and traditions of the host community while continue to serve with dedication and patriotism.
“This Corpers lodge will enhance the security and welfare of serving corps members, boost their morale and make Opobo/Nkoro and even more attractive place for posting, it is a strategic investment in human capital and in peace building,” he said.
He commended the Opobo/Nkoro Council Chairman for aligning with his administration’s vision of ensuring development is felt in all 23 local government areas of the State, and not just in Port Harcourt, adding that the lodge is a strategic investment in human capital, security and peace building.
In his goodwill message, the Rivers State NYSC Coordinator, Mr. Moses Oleghe, said the accommodation was 85 percent of Corps members’ challenges.
Oleghe thanked Governor Fubara for the recent increase in the State allowances for Corps members to N35,000 for those in 21 rural areas and N20,000 for those in Obio/Akpor and Port Harcourt City LGAs, describing the gesture as a moral booster for the corps members.

The Inspector-General of Police, IGP Olatunji Disu, has secured an offer of specialised training for up to 5,000 Nigerian police personnel under a proposed security cooperation involving Nigeria, the United States and Italy.
The Force Public Relations Officer, CSP Ani Iniedu, disclosed this in a statement issued at the Force Headquarters, Abuja, at the weekend.
The initiative is aimed at strengthening the operational capacity of the Nigeria Police Force to tackle insurgency, terrorism, kidnapping, arms trafficking and other emerging security threats across the country.
According to the statement, the proposed training programme will focus on counter-insurgency operations, intelligence-led patrols and tactical operations, particularly in difficult rural and forested environments.
Other areas of training include critical infrastructure protection, digital and scientific forensics, cybercrime investigations, explosives detection, financial investigations, asset tracing and anti-extortion operations.
The programme is expected to extend beyond the Police Mobile Force to other specialised units, including explosive ordnance disposal and forensic teams.
As part of the engagement, Disu met with the Commander-General of the Italian Carabinieri, Lieutenant-General Salvatore Luongo, to explore areas of technical assistance, professional training and institutional cooperation.
The police chief and his delegation also visited the Carabinieri Centre of Excellence for Stability Police Units in Vicenza, Italy, where they assessed training facilities and explored opportunities to adapt specialised policing programmes to Nigeria’s security needs.
Proposals discussed during the visit included command courses for 40 senior police officers, leadership training for 100 junior commanders and the deployment of a mobile assistance team to support Police Mobile Force training schools in Gwoza, Borno State, and Ila-Orangun, Osun State.
The discussions also covered the development of a national stability policing doctrine and standard operating procedures to improve professionalism, operational coordination and civilian protection, particularly in communities recovering from conflict.
Other areas of proposed cooperation include canine operations, forensic science and mounted policing, including horse breeding and local capacity development for effective public order management.
To formalise the proposed partnership, the IGP has initiated moves towards a Memorandum of Understanding covering specialised training, technology transfer and operational procedures.
He also invited an Italian Carabinieri assessment team to Abuja to identify priority needs and develop implementation arrangements.
Disu reaffirmed the commitment of the Nigeria Police Force to international partnerships that will strengthen operational readiness, improve investigative capacity and enhance the protection of lives and property.
The statement did not, however, indicate when the proposed training programme would commence or provide a definite implementation timetable.
