Enforcement Regulation Draft ‘Il Advance Telecom Industry Framework – NCC

Chairman, Nigerian Communications Commission (NCC), Dr Eugene Juwah, said the Enforcement Regulation Draft when finalised would strengthen framework for effective procedures for carrying out enforcement in the industry.
Juwah made this known on Tuesday in Abuja during the public inquiries on the draft enforcement processes regulations and the SIM replacement guidelines.
He said that the draft enforcement regulation was an amendment of the previous regulations issued to the industry in 2005.
“This forum is part of the commission’s rule-making process aimed at ensuring wide consultation in the development of regulatory instrument by the commission.
“It is in accordance with the Nigerian Communications Act (NCA).
“It has undoubtedly proved to be invaluable in ensuring that the inputs of stakeholders are considered in developing a sound regulatory framework for the Nigerian telecommunications industry.
“The regulations when finalised will provide more robust framework for effective and efficient procedures for carrying out enforcement in the industry.
He noted that these regulations had been amended to reflect best practices.
In response to some questions, Mrs Yetunde Akinloye, the Head of Legal, NCC, said that the regulations were amended to align with practice and trends in the industry.
She said that most fines had been increased as previous fines had not served the purpose of deterring repeated contraventions.
She said that the principle of fairness and transparency had been taken into consideration in the amendments and submissions received were duly considered and where necessary had been incorporated.
