RSG Laments High Wage Bill

The Rivers State Head of Service, Barrister Samuel T. LongJohn, has revealed that the state government wage bill has risen to N6.4 billion.

Barrister LongJohn disclosed this in Port Harcourt while declaring open a two-week Refresher Course for administrative officers in the state civil service organised by the Establishment, Training and Pensions Bureau, Office of the Head of Service, Governor’s Office.

He said, “the wage bill, if not checked will lead to a situation where the state government will be unable to pay civil servants’ salaries regularly.”

The Head of Service frowned at the ugly trend in the service whereby civil servants are on a regular basis lobbying to be posted to ministries where they received fat salaries above their counterparts in some other ministries.

Barrister LongJohn stated that it was in an attempt to check this trend that a salary verification committee was set up to advise government on those who are entitled and those not entitled.

He stated that as administrative officers co-ordinating the affairs of the ministries and extra-ministerial departments, much was expected of them, and said, “henceforth, administrative officers who prepare nominal rolls for the preparation of vouchers would be held responsible for lapses.”

Barrister LongJohn, who observed that the conference hall of the Point Block where the course was taking place was not conducive for learning and pledged that government would give facelift to the hall as soon as funds were made available.

He charged the participants to take the course seriously in order to improve on their job performance.

The Head of Service also commended the Permanent Secretary of the Bureau, Dr Rogers Weli for his commitment and devotion to duty in spite of his background as a medical doctor, and said that more capacity building programmes would be organised for the service.

In his speech, the Permanent Secretary, Dr Rogers Weli, assured the Head of Service that the bureau would continue to play its statutory role to promote training in the service.

Dr Weli said that the bureau would liaise with the Administrative Staff College of Nigeria (ASCON) to enhance training of the workforce, and thanked him for the provision of computers for the various offices in the bureau.

Earlier in his speech, the Director of Management Services and Training in the bureau, Mr Charles Chinda Wali said that 80 participants were attending the two-week course which would lead to examination at the end of the course.

The Head of Service (HoS) of Rivers State, Dr. Mrs. Inyingi S. I. Brown, has commended Governor Sir Siminalayi Fubara, GSSRS, for approving befitting accommodation for Permanent Secretaries in the state.
