Speaker Tasks Govt Functionaries On New Economic Model
Speaker, Cross River State
House of Assembly, Rt. Hon. John Gaul Lebo, has called on permanent secretaries in the Cross River State civil service to key into the state’s new economic model.
Lebo made the call recently at a meeting with the Head of Service, Ntunkae Mary Theresa Ikwen, and permanent secretaries in the state.
He said the meeting was expedient for the permanent secretaries, as engine room of government to understand the new governance strategy which is hinged on ingenuity, innovation, creativity and proactiveness.
The dpeaker reminded the permanent secretaries that they and the legislators are answerable to the electorate and therefore, called on them to support government’s reengineering process for the on-going infrastructure development fund project.
Lebo noted that the state government’s appropriation cannot drive government’s infrastructure project, hence he challenged them to engage a budget process that would be practical and proactive and also provide a policy drive that can marry the new economic model.
The speaker said each Ministry, Department and Agency (MDAs) would be provided with a special purpose vehicle (SPV) inform of Public Liability Limited Companies to help internalize funds into the budget process with them playing key roles. He told the government functionaries to liaise with the House Committee on Finance and Appropriation for a better understanding of the budget process in line with the house standard.
Earlier, the Head of Service, had commended the speaker for charting a new phase of relationship between the legislature and the permanent secretaries who are accounting officers to their various MDAs.
