Agency Urges Suspension Of Controversial Fees At Ports

rounding the collection of ports operating fees by the Council for the Regulation of Freight Forwarders in Nigeria (CRFFN) deepens, a Port Harcourt based clearing agent, Chief Njoku Gabriel Osuagu, has called for the suspension of the fee for peace to reign amongst the various shipping organizations.
Osuagu, who made the call in a chat with The Tide correspondent in his office in Port Harcourt, on Tuesday, said now that crisis is eminent among the freight forwarders, the best option for the government to adopt was to suspend the collection, call on the various bodies concerned for a dialoque on a way forward before approving such collection if it is legal and appropriate, and for the interest of the maritime sub-sector.
He said the controversy if not nipped on the bud could generate to infighting, rancor and acrimony as tensions are high over the issue, pointing out that already there are accusations and counter-accusations among members, that if not propely handled, could cause the associations to have a logger-head and face-off, that would not be too palatable for the sector.
The stakeholder also suggested that the agitators should relax from collecting the practitioners fee until a new minister of transport is appointed to resolve the controversy.
Osuagu noted that since a committee had been constituted by the National Executive Council (NEC), with the former President of ANLCA and current member of the Association’s Board of Trustee, Chief Ernest Elochukwu, as the Chairman of the committee, the issue should be put to rest until it is resolved.
“The committee was set up to interface with the management of Council of Freight Forwarders in Nigeria (CRFFN) to find a lasting solution to the lingering controversy, all parties should relax and wait for the outcome of the committee’s report,” he opined.
It would be recalled that the former Minister of Transport, Senator Idris Umar, approved the collection of the fees as against the Association of Nigerian Licensed Customs Agents (ANLCA) and a faction of the National Council of Managing Directors of Customs Agents (NCMDCA).
But there was an argument by a faction of NCMDCA that the CRFFN cannot operate without a Governing Council or Board as the ministry of Justice had written to them on the issue, stating that the Board of CRFFN can operate pending the election of a Board.
