Fubara Vows To Curb Sea Piracy In Rivers …Advises Residents To Give Accurate Information To Security Agencies
Rivers State Governor, Sir Siminalayi Fubara, has frowned at the attacks on boat operators and sea travellers by pirates on sea routes in the State, and warned that his administration will no longer tolerate such criminality.
The Governor reassured the commitment of his administration to the security of lives and property of all residents, indigenes and non-indigenes alike, by making sure that they can go about their genuine and productive activities without fear of molestation.
Governor Fubara gave the assurance when he received a delegation of the Rivers Commercial District of the Maritime Workers’ Union of Nigeria (MWUN), who came to Government House in Port Harcourt, last Wednesday, to formally draw the attention of government to their plight and seek immediate intervention.
Represented by the Head of Rivers State Civil Service, Dr George Nwaeke, Governor Fubara commended them for performing their civic obligation by reporting criminality in their places of business to the authority.
Governor Fubara reiterated that his administration is deeply interested in ensuring proper policing of every part of the State, which is why, he explained that the Rivers State Government has placed priority on peace, security of lives and property of residents.
He said, “The security of human beings and their property is one singular agenda of government that this Governor has never joked with, and he is willing to do anything, even for the umpteenth time, to ensure that it is provided.
“The Governor is interested in proper policing of our State. But, you know the community policing that you hear about; people think that it is for us to form police in communities. No.
“Every person here is a community police. Whatever you see, you report, and whatever you think that is not very right, you give information to the right places. So, what you have done now is a civic responsibility, and I want to tell you that it will not be taken lightly,” he assured.
Governor Fubara insisted: “So, to me, what you have done, you call it a protest, but it is not a protest. It is a civic responsibility, showing that having observed something; you are reporting it to the appropriate quarters.
“I want to assure you that this government will not leave any stone unturned to bring security to every person that is in this State.”
Governor Fubara considered the catalog of complaints that they made and said, no right thinking Rivers person will be happy about the wickedness of pirates on the sea routes they have listed.
The Governor said the criminal elements perpetrating those crimes, are well-known, and live in communities among the people but nobody has been very brave enough to provide information on them to the appropriate authority that will help in their arrest.
Governor Fubara said: “Maybe, you are not sure that when you report, you will be safe. But you have to help the security agencies too with appropriate information.
“Bring information to government, tell us about those people. This government does not condone bad habits. We do not harbour criminals in our midst.
“I don’t know the problems that may be on the waterways, but you know the flashpoints because that is the route you follow. Provide information about those flashpoints, we will do our best.
“Every Simplified Rivers person knows that one of the things that we don’t want to hear is violence. We aim to totally destroy violence in Rivers State.”
Governor Fubara said his administration is not resting on its oars to provide good governance, and infrastructure that will promote quality service delivery to every resident(s) in the State.
He said: “I want to thank God that something is being done, which you may not hear all of them in the news, but just give some time, you will find out that Rivers State will still become one of the best destinations for people to come, even for tourism”.
In his address, Chairman, Maritime Workers’ Union of Nigeria (MWUN), Rivers Commercial District, Comrade Israel Waribo Pepple, said there has been incessant piracy attacks on members of the union on the waterways, adding that their nefarous activities have given them sleepless nights and held their operations hostage.
Comrade Pepple stated that sea pirate attacks on the union’s members often lead to most of them or their passengers taken hostage or killed while carting away personal belongings, including member’s boats.
Specifically, Comrade Pepple said: “On Thursday, August 22, 2024, a boat sailing from Bonny to Port Harcourt was attacked by unknown gunmen, who took five (5) passengers to an unknown destination.
“Bille Boat was attacked, the attackers went away with the boat and engine, with other
valuables belonging to the passengers.”
Comrade Pepple also said: “On Auqust 24, workers’ boat coming from Bonny to Port Harcourt was attacked by unknown gunmen, and two passengers were taken away, and till date, they are still under captivity.
“Recently, at Tourist Beach Unit, Port Harcourt, we also recorded the captivity of a driver, deckhand, occupants in the boat with two police officers on escort.
“The unknown gunmen are demanding N10million as ransom for their release. These and many more are taking place in other units like Okrika, Kula, Bakana, Oyorokoto, Abonnema, etc,” he emphasised.
Comrade Pepple expressed displeasure over what he described as the inability of security agencies to do the needful to protect lives and property of law-abiding citizens operating on the sea routes.
He stated that, what they do, rather, is to focus attention mostly on Multinational Oil Companies (IOCs), their equipment and workers due to the economic advantage they derive there from.
Comrade Pepple said: “To this end, we call on the Governments to save the souls of our teeming members, whose means of sustenance have consistently been threatened, and have lost so much to sea pirates and men of the under-world.”
He added, “We urge the Government to ensure the release of kidnapped passengers onboard our boats recently. We also seek the provision of gun/house boats at strategic locations for random patrol on the waterways in the State.
“Provision of financial support to the affected passengers and boat operators have suffered great loss due to the unforeseen tragedy,” he pleaded.
The Nigerian Education Loan Fund (NELFUND) has labelled as “fake news” a circulating image claiming that President Bola Tinubu had announced life imprisonment for students who fail to repay their education loans after graduation.
In a post on its official X account yesterday, NELFUND shared the doctored image of what appeared to be the front page of The Daily Tribune, dated Thursday, May 27, 2027.
The headline of the doctored image read in part, “Tinubu: All students who fail to repay their loan after graduation will go to jail for life.”
The Fund, however, stamped the purported paper with a large red “FAKE” overlay, insisting that the claim was false.
NELFUND has previously issued clarifications dismissing fabricated circulars, notices about suspended upkeep payments and false claims that beneficiaries must begin repayment while still in school or shortly after graduation.
The Fund was established under the Student Loans (Access to Higher Education) Act, signed into law by President Tinubu and re-enacted in 2024.
The agency administers interest-free loans to eligible Nigerian students in public tertiary institutions to cover institutional fees and provide monthly upkeep allowances.
Under the governing law, repayment becomes due two years after completion of the National Youth Service Corps programme, or exemption from it, and only once the beneficiary is gainfully employed.
Monthly deductions are capped at 10 per cent of the beneficiary’s gross income or salary, deducted at source by employers where applicable.
Self-employed beneficiaries are expected to remit a similar portion of their income.
Those who remain unemployed after the two-year period can seek extensions by providing a sworn statement.
Human rights lawyer and Senior Advocate of Nigeria, Femi Falana, has called on the Economic and Financial Crimes Commission (EFCC) to investigate the alleged diversion of N33.75bn meant for cash transfers to poor and vulnerable Nigerians.
Falana, in a statement issued yesterday, urged the anti-graft agency to work with the Auditor-General for the Federation to recover the money and prosecute public officials found culpable.
The call followed a disclosure by the Auditor-General for the Federation, Shaakaa Chira, that the Federal Government could not provide sufficient evidence to auditors that N33.75bn in cash transfers intended for more than 3.29 million vulnerable households reached genuine beneficiaries.
The disclosure was contained in the Auditor-General’s 2024 Annual Report on Non-Compliance/Internal Control Weaknesses in Ministries, Departments and Agencies of the Federal Government.
Falana said the development raised serious concerns about the management of funds intended to alleviate poverty and support vulnerable Nigerians.
He said, “The Economic and Financial Crimes Commission should liaise with the Auditor-General of the Federation with a view to recovering the missing N33.75 billion. Furthermore, the EFCC should embark on an immediate investigation of the serious allegation of the criminal diversion of the sum of N33.75 billion in cash transfers earmarked for poor and vulnerable people in the country. All the characters involved in the shameful conduct should be arrested and prosecuted without any delay.”
The lawyer noted that the National Social Investment Programme Agency was established as a statutory agency under the National Social Investment Programme Agency Act 2022, enacted during the administration of former President Muhammadu Buhari.
According to him, the law empowered NSIPA to design social investment programmes, manage beneficiaries’ databases, strengthen payment and accountability systems and collaborate with state governments and development partners.
The Act provides for the implementation of programmes including N-Power, the National Home-Grown School Feeding Programme, National Cash Transfer, National Social Safety-Net, Government Enterprise and Empowerment Programme and the Grant for Vulnerable Groups.
However, Falana alleged that corruption involving some public officials had undermined the management of the programmes.
He recalled that the pioneer Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Farouq, was investigated by the EFCC over alleged money laundering involving more than N37.1bn.
He further recalled that in April 2026, a Federal Capital Territory High Court issued an arrest warrant against Farouq and her former Permanent Secretary, Bashir Alkali, following their repeated failure to appear for arraignment.
Falana also referenced the scandal involving former Humanitarian Affairs Minister, Betta Edu, who was suspended in January 2024 after a leaked December 2023 memo directed the Accountant-General of the Federation to transfer N585m in public intervention funds into a private bank account.
The lawyer also recalled that the former Chief Executive Officer of NSIPA, Halima Shehu, was also suspended and questioned over alleged suspicious movement of funds.
He said the EFCC should conclude its investigation into the allegations involving Edu and Shehu so that the public could know the outcome.
“By now, the EFCC ought to have concluded its investigation into the scandal to enable Betta Edu and Halima Shehu to know their fate,” he said.
Following the controversies surrounding the management of social investment funds, the Federal Government introduced tighter beneficiary-tracking mechanisms, including requirements for beneficiaries to link their profiles with their Bank Verification Numbers and National Identification Numbers.
The measures were also designed to eliminate ghost beneficiaries and improve accountability in the disbursement of social protection funds.
Falana, however, said the latest revelation by the Auditor-General showed that significant questions remained about the effectiveness of the systems put in place to track social investment funds.
He also expressed concern over the planned implementation of a $3.05bn development package unveiled by President Bola Tinubu in July 2026.
According to him, the package, supported by the World Bank, is intended to deepen poverty reduction, strengthen human capital development and expand economic opportunities across the country.
The human rights lawyer said the Federal Government must ensure that the funds were not subjected to the same alleged abuses that had characterised previous social investment programmes.
He urged the government to establish an independent mechanism involving credible civil society organisations to oversee the disbursement of the funds to poor and vulnerable Nigerians.
“Instead of allowing public officers to feast on the huge funds for poverty reduction in the land, the Federal Government should set up a body constituted by representatives of credible civil society organisations to disburse the $3.05bn package of development programmes to the poor and vulnerable people in the country,” he said.
Falana further claimed that the World Bank had concluded arrangements to withdraw the funds if the Federal Government failed to prevent officials from allegedly diverting resources meant for poverty reduction.
The latest controversy comes amid renewed efforts by the Federal Government and development partners to strengthen Nigeria’s social protection system and ensure that interventions reach intended beneficiaries.
The Auditor-General’s finding places fresh pressure on the government and anti-corruption agencies to establish what happened to the N33.75bn and determine whether the failure to account for the funds resulted from administrative weaknesses, fraud or criminal diversion.

?The Deputy Governor congratulated the celebrant on attaining what she described as the “seventh floor,” noting that reaching 70 in good health and vitality was a remarkable milestone.

?Prof. Odu, who described the celebrant as a woman of strong faith and prayer, said her life demonstrated the blessings that come from trusting in God and living in the fear of Him and commended her for raising nine children who had distinguished themselves in their various endeavours.

?She also encouraged other parents to live exemplary lives so their children could one day speak proudly of them, as the Dapa children had done in honour of their mother and their late father.

?“Let all of us that are here borrow a leaf from that, so that your children can proudly speak of you the way these children speak of their mother and their late dad,” she said.

?The Deputy Governor described Mrs. Dapa as a woman whose presence brightened every gathering, praying that God would continue to sustain, strengthen and prosper her as she advances into her eighth, ninth and tenth decades.

?In his remarks, the Chairman of the Occasion and former General Manager, Sustainable Development/Public Affairs, Total E&P Nigeria, Dr. Vincent Nnamdi, described 70 as a significant milestone, saying the gathering reflected the love and appreciation of Dapa’s family for her sacrifices and upbringing.

?He recalled his own mother’s influence on his character, stressing the important role mothers play in shaping their children’s lives.

? In his welcome remarks, the celebrant’s son, Engr. Uche Dapa expressed appreciation to family members, friends and guests for honouring his mother, noting that their presence made the celebration complete.

?He likened his mother’s steadfast love and presence to the enduring beauty of a sunset, describing her as “compassionate and very kind. Deep and yet very open. Tender and also very firm at the same time.”
