Korea To Train Nigerian Workers On e-Governance
The Country Representa
tive of Korea International Cooperative Agency (KOICA) in Nigeria, Mr Jung Sang-Hoon, has said that the Agency would train 22,625 federal civil servants on e-governance.
Jung told The Tide source that the training would be part of a five-year project (2013 to 2018) aimed at promoting e-governance and efficient public service delivery using ICT.
He said KOICA and the Federal Government signed a “Report of Discussion’’ on Nov. 14, 2013 for the project which would likely commence in 2014.
He said that experts from Korea’s Sangmyung University had conducted field investigations into Nigeria’s legal system, organisational framework, e-government service application and the government infrastructure.
He said the training would be a follow up on the investigation with a view to boosting Nigeria’s manpower in the identified areas.
Jung said following the signing of the report, KOICA had met with stakeholders in the ICT sector for the development of a master plan for e-governance in Nigeria.
He told reporters that a draft of the master plan had been presented to the officials of Minister of Communication Technology.
The envoy also said that the e-government project would include renovation of e-government training centre at the Public Services Institute of Nigeria in Abuja.
Others would include equipping the lecture and conference halls of the centre with close circuit television, internet and training management system to sustain the capacity building of those involved in e-government.
Jung said that 29 ministries, departments and agencies would be involved in the project.
He also said that the Korean Government would train 15 Nigerians in masters degree and another 135 Nigerians at the E-government Research Centre in Korea.
The country representative said the programme would assist Nigeria to achieve its Vision 20:2020 through building a knowledge-based society, enhanced productivity, good governance and efficient delivery of public service through ICT.
Jung said that South Korea was ranked by United Nations E-Government Development Index first in 2010, 2012 and 2014 out of 190 countries on the e-readiness and e-government list.
