NOA Lists Gains Of FOI Act
The key essence of the
Freedom of Information (FOI) Act is to ensure open governance and eliminate sharp practices in public service.
Flagging off the sensitisation exercise organised by the National Orientation Agency (NOA), Rivers State in Emohua Local Government Area last Wednesday, the Chief Orientation and Mobilisation Officer (COMO) of the Agency in charge of the LGA, Mrs. Enyaleka C. Umejuru disclosed that the Act which came into effect in 2011 was first practised in Sweden, later adopted by South Africa and other parts of the world.
She disclosed that the rational behind the Act is among other things to ensure that there is public participation in governance, ensure that government business is open to public scrutiny, laid down procedures in the conduct of public affairs are adhered to, transparency and accountability in governance is institutionalized, corruption is skimmed and scarce resources are judiciously deployed for the well being of the citizens.
The chief orientation and mobilization officer explained that it is in this connection that the National Orientation Agency in collaboration with international partners believe that there is dire need to embark on robust and sustained public communication of the provisions of the Act which has been translated into three Nigerian Languages namely: Ibo, Hausa and Yoruba.
According to her, everyone is entitled to request for information within seven days, while failure to provide such information attracts a fine of N55.00 (five hundred naira. She therefore emphasised the need to create desk officers in government establishments, organizations and other private sectors whose duty is to make such information available on request.
The sensitization programme was also held in neigbouring communities of Rumuji town and Elele Alimini. The Freedom of Information Act (FOIA) recorded a massive turnout in Emohua Local Government Area as members of the public, the organized private sector, government officials and resource persons attended the six-day programme.
