PIB: PENGASSAN, NUPENG Protest Exclusion

The leadership of the Petroleum and Natural Gas Senior Staff Association of Nigerian (PENGASSAN) and the National Union of Petroleum and Natural Gas Workers (NUPENG) have condemned their exclusion from the public hearing by the National Assembly joint committee on Petroleum Industry Bill (PIB).
In a protest letter jointly signed by the National Secretaries of the two unions, Comrades Bayou Olowoshile and Isaac Aberare, respectively, made available to The Tide by the PENGASSAN Zonal Office, Port Harcourt, they alleged that the exclusion of some stakeholders was deliberate and not in the interest of the nation.
The unions demanded that their request to contribute their quota at a properly conducted public hearing be granted in the interest of industrial peace and harmony as that alone would rekindle their confidence in the PIB legislative process.
The unions said the letter from the joint committee had indicated that they would present their positions on the second day of the public hearing, but to their shock and utter disappointment, the joint committee hurriedly concluded public hearing on the bill on the first day.
Part of the protest letter reads: ‘ we refer to the letter of invitation dated 3 July, 2013, and the subsequent news and advertorial in the newspapers for the Senate’s public hearing organized by the Joint Senate Committee on the Petroleum Industry Bill (PIB), which was initially scheduled for Tuesday, July 16, 2013 and Wednesday 17, 2013 in which NUPENG and PENGASSAN was scheduled to make presentation on Day 2, that is Wednesday, July 177, 2013″.
“We, however, learnt through the news media that the public hearing of the Joint Senate Committee on the Petroleum Industry Bill (PIB) has been rescheduled for 19, 2013, which follows that NUPENG, PENGASSAN shall make presentation on the second day of the public hearing which is on Friday, July 19, 2013.
“To our shock and uttermost disappointment, we got to the Senate as early as 9am on Friday, July 19, 2013 and found out that the committee has hurriedly concluded hearing on the bill on the first day (Thursday, July 18, 2013) contrary to the advertised scheduled of the committee.

HoS Hails Fubara Over Provision of Accommodation for Permanent Secretaries

The Head of Service (HoS) of Rivers State, Dr. Mrs. Inyingi S. I. Brown, has commended Governor Sir Siminalayi Fubara, GSSRS, for approving befitting accommodation for Permanent Secretaries in the state.

This commendation was contained in a press release made available to newsmen in Port Harcourt.

According to the Head of Service, Governor Fubara has continued to demonstrate uncommon commitment to the welfare of civil servants in Rivers State, stressing that such gestures underscore his people-oriented leadership style. She urged civil servants across the state to remain supportive of the governor’s administration in order to sustain good governance and effective public service delivery.

Speaking on behalf of the Body of Permanent Secretaries, Dr. Brown congratulated Governor Fubara on the occasion of his 51st birthday, describing him as “a Governor who leads by serving.”

She further praised the governor’s service-driven and people-centred leadership approach, noting that it has significantly contributed to institutional stability and improved efficiency within the state’s public service. Special appreciation was expressed for the approval of a befitting accommodation complex for Permanent Secretaries, which she said reflects the governor’s commitment to staff welfare and enhanced productivity.

As part of activities to mark the governor’s birthday, the Body of Permanent Secretaries announced the sponsorship of 329 Joint Admissions and Matriculation Board (JAMB) forms for indigent students across the state.

A breakdown of the initiative shows that 319 forms will be distributed across the 319 political wards in Rivers State, while five forms are allocated to non-indigenes and five forms to persons living with disabilities.
