Conference Harps On Intensive Training Of Civil Servants
The Conference of civil service commission in the federation has recommended a systematic and intensive training of civil servants to improve their capacity in the discharge of their duties.
This was contained in a communiqué at the end of the 41st conference in Port Harcourt.
The conference recommended the introduction of performance as yardstick for promotions rather than examination, while state civil commissions should be properly funded to enable them execute their constitutional mandate.
It also said that states should appoint persons with public service antecedents as members of their civil service commissions, while both the federal and state civil services should deepen and sustain the various reforms being undertaken by the government while stressing the need for regular liaison between the federal civil service commission and its state counterpart, stating that permanent secretaries of the state civil service commission should be made to benefit from all training programmes.
On the ambiguity in the interpretation of sections 153, 158 and 170 of the 1999 constitution, the conference said that a committee would be setup to examine the sectors as they relate to the functions of the civil service commissions Nigeria.
Earlier the Chairman of the Federal Civil Service Commission Deaconess Joy.O Ayo had said that decisions reached at the conference were based on standards, professionalism, efficiency and transparency, warning that the commission would have zero tolerance for corrupt practices.
She also commended the government and people of Rivers State for their hospitality throughout the duration of the conference.
